On August 17, 2017, the project completed the review of its feasibility study report and energy conservation assessment report. On September 5, 2017, the signing ceremony for the project’s engineering design contract was held grandly at Hualu Building. On September 17, 2017, the project completed the review of its environmental impact assessment report. On September 20, 2017, the project’s water resources assessment was approved. On September 29, 2017, the project launch ceremony was grandly held in the Tuoketuo Industrial Park of Hohhot Helinger New Area. In June 2017, it was decided to change the scope of production for this project; instead of producing 1.7 million tons of coal-based olefins and related fine products per year, the new plan is to produce 1 million tons of ethylene glycol per year. The project uses coal as raw material, and produces syngas through the mature domestic aerospace powder gasification technology, while ethylene glycol is synthesized using the world-leading Davy Company’s formaldehyde hydrocarboxylation technology. Davy Company’s formaldehyde hydrocarboxylation process uses methanol, hydrogen, and carbon monoxide as intermediate products, and employs two advanced, proprietary catalytic steps to produce ethylene glycol. The catalysts feature high conversion rates and selectivity, with no harmful by-products and significant material recycling; the resulting ethylene glycol meets the requirements for use in polyester fibers. This process technology is advanced, mature, and reliable, offering advantages such as a small footprint for the equipment, low raw material consumption, and low energy consumption. The project uses reclaimed water from the city for its water needs, makes maximum use of air cooling in place of traditional water cooling, and optimizes the use of water at each stage to achieve full recycling and zero wastewater discharge. It also ensures ultra-low emissions from boiler smoke, thereby promoting energy conservation and environmental protection. Inner Mongolia Jiu Tai New Materials Co., Ltd. was registered and established in March 2017. The project is located in the Tuoketuo Industrial Park of Helingeer New Area, covering a total area of 2,050 mu, with a total investment of 11.7 billion yuan. The project construction period is 3 years, with completion and operation scheduled for 2020. After going into production, annual sales can reach 7.8 billion yuan, with profits and taxes amounting to 3.66 billion yuan.
