Wang Yongliang, vice president of Beijing Energy Group Co., Ltd., Ma Yongfei, vice mayor of Ordos City, Li Bin, deputy secretary-general of Ordos City and head of the Legal Affairs Office, and Wang Yuqiang, deputy secretary of the banner Party committee and banner head, attended the signing ceremony. Other attendees included banner leaders such as Liu Junjie, Wulijiji Rigalaa, Jia Yubao, Yan Zongrui, Yang Yongguang, and Wang Yongming, as well as heads of relevant departments including the banner’s Political and Legal Affairs Committee, Development and Reform Bureau, Economy and Information Technology Bureau, and Environmental Protection Bureau. Representatives from various units involved in the implementation of Haohua’s project to produce 600,000 tons of olefins per year also attended the ceremony. **Wang Gaowei, the deputy head of the banner, presided over the signing ceremony. A discussion was held prior to the signing ceremony. The person in charge of Beijing Haohua Energy Co., Ltd. provided an overview of the company’s basic situation and gave a brief explanation of the terms of the strategic cooperation agreement. He stated that the company would carry out the preliminary work for the olefin project in strict accordance with the provisions of the agreement, striving to start the construction of the project as soon as possible in order to achieve mutual benefit through cooperation between the company and the local authorities. It is understood that the People’s Government of Ordos City and the People’s Government of Hangjin Banner have signed a framework agreement for a coal-to-olefins project with an annual production capacity of 600,000 tons, in partnership with Beijing Haohua Energy Co., Ltd.; the total investment amounting to around 16 billion yuan. Upon completion of the project, it is expected that the annual amount of coal processed will reach 3.76 million tons, with annual sales revenue of 5.83 billion yuan and annual tax revenues of 370 million yuan. The legal procedures for the project are scheduled to be completed in 2018, construction is set to begin in March 2019, with completion and operation expected by 2022. At present, preliminary tasks such as project planning and site selection are underway. For this project, Hangjin Banner has established a project promotion leadership team headed by the banner chief, which is working diligently to assist the enterprise in completing various procedures.
