Yang Dongpo, the executive vice mayor, attended the meeting, which was chaired by Cheng Xiaoping, the deputy secretary-general of the city. Shi Huabiao, Li Taiqi, Jiang Yong, and Liu Hongxu, who are leaders of Zhongan United, together with responsible officials from relevant departments at the municipal and district levels as well as those in the coal chemical industry park, along with relevant staff from Zhongan United, attended the meeting. Zhongan United gave a brief overview of the progress in the construction of the coal chemical plant and the preparations for starting up the boilers on August 30. It also reported on nine issues that required coordination and resolution by the municipal party committee and government, including the connection of the power generation units to the grid, temporary coal unloading, and demolition work in the area surrounding the plant. Yang Dongpo pointed out that the boiler ignition on August 30 is a crucial milestone for the Zhong’an United Coal Chemical Project. All departments must work together, fulfill their respective responsibilities, and provide thorough support to ensure the successful completion of this key milestone – the boiler ignition on August 30 – as part of the \"Project No. 1\". Focusing on addressing the issues raised by Zhongan United, the meeting conducted a detailed examination of each item, put forward work suggestions and recommendations, and required the relevant responsible units and departments to prepare work lists, follow a structured approach to carry out their tasks, and ensure strict implementation of these tasks. Specific requirements were also set for Zhongan United regarding the environmental protection measures related to the boiler ignition on August 30. On the afternoon of August 10, the primary power supply was successfully established at Substation No. 1 in the Anzhong coal transmission and storage facility, which is under the EPC contract of Sinopec Refining & Chemical Engineering Ningbo Company. All equipment in the substation was started up under power and is operating safely and normally. It provides strong support for the upcoming single-unit trial operation of the automobile coal feeding line and the goal of starting the boiler on August 30. On the morning of August 7, the second circulating water plant of the Zhongan United Coal Chemical Project, constructed by Sinopec Nanjing Engineering Company, was successfully handed over. The completion of this unit also marks the completion of an important supporting facility for Zhong’an Core’s gasification and purification units, providing a reliable supply of circulating water to ensure the successful commissioning of these units as well as their safe operation in the future. On August 6, the last large-scale tower for the MTO unit of the Zhongan United Coal Chemicals project was delivered to the site of the facility. This reaction tower is the oxide stripping tower of the MTO unit; it is approximately 60 meters long and weighs 124 tons. After insulation, process pipelines, and other auxiliary facilities are installed on the ground, the tower will be lifted into place as a whole. The MTO unit is a key component of the Zhongan United Coal Chemicals project; it is responsible for supplying materials for the product production processes in this coal chemicals facility. The completion of this unit is scheduled by the end of the year. The 1.7 million tons per year coal-to-methanol and converted olefins project of Zhongan United Coal Chemical Co., Ltd. is a key construction project of Sinopec and Anhui Province. The core process of the project utilizes S-MTO patented technology owned by Sinopec, while the gasification unit employs SE-Dongfang furnace technology also owned by Sinopec. Using coal from the Zhujixi mine as raw material, methanol and converted olefins (LDPE/PP), ethylene glycol (MEG) and other products are produced. Sinopec Engineering Construction Co., Ltd. is responsible for the overall management of the design, procurement, and construction of the MTO/OCC and PP units in this project, as well as six supporting facilities including the control room and 110-kilovolt substation ； Sinopec Ningbo Engineering Co., Ltd. is responsible for the design and construction of the gasification unit for the contracted project. The project’s goal is to light the boiler on August 30, 2018, and to complete the construction of CCCC by the end of the year.
