The Shuangliao Economic Development Zone is located in Shuangliao City, Jilin Province, at the junction of Jilin, Liaoning, and Inner Mongolia provinces (regions). It was established in October 2005 with the approval of the Provincial **Development Office, covering an area of 28 square kilometers. With a planned area of 1.93 square kilometers, it was created primarily to accommodate chemical enterprises that were moving out of the urban area into this park, as well as to attract new chemical-related projects with high energy consumption. The park focuses on developing products in five key areas: basic organic chemical raw materials, fine chemicals, polymer materials, new types of chemical raw materials, and projects with high energy consumption. The chemical industrial park integrates the features of top-tier industrial parks both at home and abroad, and is developed with a new approach that puts people first, emphasizes technological advancement, and gives priority to ecological considerations, ensuring it is built with high standards, thorough planning, and a high starting point. To date, the chemical industrial park has completed the infrastructure development required for basic utilities and land preparation. Projects such as the production lines for ultra-clear and ultra-thin display substrates as well as online LOW-E coated glass, invested in and built by Hebei Yingxin Group; the technical upgrade project for calcium carbide production with an annual output of 300,000 tons, funded by Siping Tianwei Electrochemical Group; the Haohua caustic soda production facility; and the Xingyue Chemical and Pharmaceutical industry projects have all been established in the park. Project background for the PVC production facility: By taking advantage of Shuiliang’s abundant and inexpensive electricity resources as well as its sufficient land supply, and using calcium carbide produced by Siping Tianwei Electrochemical Group Company as raw material, PVC is manufactured through the calcium carbide process. The facility will be located within a chemical industrial park, which allows it to receive preferential approval in terms of environmental impact assessments. Market analysis: Polyvinyl chloride (PVC) is one of the plastic products with the highest production volume in the world; it is inexpensive and has a wide range of applications. Different additives can be added depending on the intended use, resulting in various physical and mechanical properties. By adding an appropriate amount of plasticizer to polyvinyl chloride resin, various hard, soft, and transparent products can be manufactured. Production scale: The project aims to produce 300,000 tons of polyvinyl chloride (PVC) per year. Total investment: 2 billion yuan. Expected economic benefits: Annual sales revenue of 2.6 billion yuan, and annual profits and taxes of 310 million yuan. The project will have access to the necessary infrastructure for construction and production, such as land, water, and electricity, and it will benefit from the preferential policies for attracting investment in Shuangliao City. Project background for boron carbide production: Boron carbide is produced by using industrial-grade boric acid and carbon black as raw materials, and by calcining them at temperatures between 1700–1850°C for 0.5–1 hour, thereby obtaining boron carbide powder of high purity. It is one of the hardest synthetic abrasives, with a Mohs hardness of 9.36, a microhardness of 43149.2652955.95 N/mm2, a specific gravity of 2.52 g/cm3, and a melting point of around 2450°C. It does not react with acid or alkali solutions. Boron carbide also features high chemical stability, neutron absorption capability, non-magnetism, semiconductor-like electrical conductivity, and high grinding efficiency. Shuailiao has an abundant supply of electrical energy. Guodian Shuailiao Power Generation Co., Ltd. is the largest thermal power plant in Jilin Province, with a planned total installed capacity of 2.4 million kilowatt-hours. The first phase of this plant, with an installed capacity of 1.2 million kilowatt-hours, is already in operation and generating electricity; the second phase, with an installed capacity of 660,000 kilowatt-hours, is set to come online in 2014. Moreover, electricity prices are low, and large industrial users can receive financial subsidies. Market analysis shows that boron carbide is suitable for grinding, polishing, drilling, and other processing operations on various precision components such as cemented carbides, cutting tools, blades, molds, and gems. It is also a key raw material in the production of refractory materials, high-temperature resistant materials, wear-resistant welding electrodes, as well as metal borides, boron alloys, engineering ceramics, and boron steel. In recent years, it has begun to be used in the fields of ** and aerospace technology; it is currently an essential material in the nuclear industry as well. Production scale: An annual output of 1,000 tons of boron carbide, along with 50,000 units of products made from boron carbide and silicon carbide. Total investment for the project is 500 million yuan. Expected economic benefits: Annual sales revenue of 650 million yuan, and annual profits and taxes of 100 million yuan. The project will have access to the necessary infrastructure such as land, water, and electricity, and it will benefit from Shuangliao City’s preferential policies for attracting investment. Project background: Taking advantage of Shuangliao’s abundant and inexpensive electricity resources sowie sufficient land resources, the project will use calcium carbide produced by Siping Tianwei Electrochemical Group Company as the main raw material to produce synthetic resins through the calcium carbide method. By being located in a chemical industrial park, the project is likely to receive priority approval in terms of environmental impact assessments. Market analysis shows that synthetic resins are a class of high-molecular polymers synthesized artificially. The most important application of synthetic resins is in the manufacture of plastics. Synthetic resins are also the basic raw materials for manufacturing synthetic fibers, coatings, adhesives, insulating materials, and more. There are a wide variety of synthetic resins, among which polyethylene (PE), polyvinyl chloride (PVC), polystyrene (PS), polypropylene (PP), and ABS resin are the five most common types of synthetic resins and are the most widely used ones. The project involves a production line for manufacturing 20,000 tons of coatings and 5,000 tons of synthetic resins per year; of this amount, 20,000 tons of coatings are to be produced as follows: 12,000 tons of furniture paint, 6,000 tons of water-based paint, and 2,000 tons of industrial paint per year. The total investment in the project is 150 million yuan. The expected economic benefits include annual sales revenue of 380 million yuan and annual profits and taxes of 60 million yuan. It is a production project aimed at manufacturing 10,000 tons per year of acrylate rubber ACM (synthetic rubber). The background of this project lies in the fact that Shuangliao boasts abundant and inexpensive electrical resources as well as sufficient land resources; synthetic rubber is produced using calcium carbide manufactured by Siping Tianwei Electrochemical Group Company, through the calcium carbide process. Market analysis shows that acrylate rubber is suitable for manufacturing heat- and oil-resistant rubber components, and it is particularly appropriate for use in environments exposed to high-temperature oils. It is mainly used in the automotive industry to produce various sealing parts, such as transmission seals, piston rod seals, gaskets, O-rings, spark plug covers, hoses for radiators and heaters, oil retainers for valve rods, adhesives for cork pads, and sponge gaskets. In addition, ACM is also used to produce container linings, special hoses, tapes, and rubber products for deep well exploration. Another project involves the production of 4,000 tons of **furan per year. Background: Shuangliao is part of the “Golden Corn Belt,” where the annual corn yield can reach 3 billion jin; as a result, the amount of corn cobs produced there is very high. Currently, there is a project in the country capable of producing 5,000 tons of furfural per year; together with the production capacity of furfural plants in the surrounding areas, the total annual production capacity can reach around 50,000 tons. Furan is produced using the furfural method: furfural is decarboxylated to yield furan, which is then hydrogenated. Market analysis **Furan is an important raw material in the organic chemical and fine chemical industries. **Furan is an important raw material for producing polyethylene glycol ether (PTMEG), and it can also be used directly as a solvent. The second phase, with a capacity of 660,000 KW, is under construction and is set to be completed soon. Once operational, the total annual fly ash generation will exceed 3.5 million tons. Furthermore, the amount of fly ash accumulated at the Shuangliao Power Plant has now reached over 35 million tons. Given such a large quantity of high-quality renewable resources with great potential for utilization, it is imperative to develop projects for the comprehensive use of fly ash. Market analysis: This project utilizes the waste product fly ash generated from power generation to produce alumina and cement, fully meeting the requirements of developing a circular economy. Once completed, it will enable annual savings of 1.2 million tons of bauxite resources, bringing both economic benefits and significant social benefits; it is thus of great importance for building a resource-conserving society. Compared to future demand, there is still a significant gap in the supply of isocyanates in China. To ensure an adequate level of self-sufficiency in MDI products, building MDI production facilities on an economic scale is an effective way to develop the polyurethane industry in our country, as well as an inevitable requirement for market development. Market analysis: In recent years, the Asia-Pacific region has become the area with the fastest-growing demand for MDI worldwide, with China leading in terms of growth rates. For many years, China’s annual demand for MDI has exceeded 20%, and it is now the world’s second-largest MDI market. Project for annual acetic acid production of 100,000 tons. Background: Acetic acid is an important organic chemical raw material, from which a variety of downstream chemical products can be derived. The main downstream chemical products include vinyl acetate, acetic anhydride, cellulose acetate, acetates, terephthalic acid, chloroacetic acid, and acetates. It is widely used in industries such as pesticides, pharmaceuticals, dyes, coatings, synthetic fibers, plastics, and adhesives. Market analysis: In 2011, China’s demand for acetic acid was 1.8 million tons, with an average annual consumption growth rate of around 9.1% from 2007 to 2011. It is estimated that China’s demand for acetic acid in 2015 will be around 2.198 million tons, with an average annual consumption growth rate of about 3.3% from 2011 to 2015. There is a large gap in the market. The current annual production capacity of acetic acid in the country is around 1.2 million tons, with more than 50 manufacturing enterprises; among them, only 3 have an annual production capacity of over 100,000 tons. Both atmospheric pressure foaming and pressurized foaming are applicable. ADC foam agents have a high decomposition temperature, resulting in bubbles that are uniform and dense; they are suitable for various foam products such as closed-cell foams, foams produced under normal or pressurized conditions, and thick or thin foams. The main raw materials used in their production are urea and caustic soda. Market analysis: China is the world’s largest producer and supplier of ADCs.
