Clicks: 8. Establishing a \"**-level modern coal chemical industry demonstration base\" is the goal that the Yushen Industrial Zone strives to achieve. Fortunately, through another year of diligent efforts in 2018, the region took another solid step toward this goal; the framework of the demonstration base has now been largely established, and it has become the most specialized industrial park in China and even the world for modern coal chemical industries. During this year, the Yushen Industrial Zone focused closely on \"project construction\" as the key driver of economic development, carrying out comprehensive planning and systematic efforts; it achieved many notable results, with the absolute values and growth rates of various key economic indicators reaching record highs. Major projects have commenced in full, with an investment scale of over 50 billion yuan. These major projects serve as the backbone and core driving force for the park’s development, and the intensity of efforts invested in their construction determines the pace of the park’s growth. The Yushen Industrial Zone has assigned dedicated personnel to provide comprehensive follow-up services for these projects, requiring them to take the initiative to meet with the relevant parties and assist with completing all necessary approval procedures, so as to ensure the smooth initiation and implementation of these key projects. Technicians are inspecting the production equipment. Qingshui Industrial Park is an industrial base within the Yushen Industrial Zone; the planned investment for the major projects located in this park amounts to around 300 billion yuan. In 2018, the actual investment in projects that were started there exceeded 50 billion yuan. Four major projects, including Shenhua Yulin’s comprehensive utilization of coal in a circular economy framework, Shaanxi Coal Yulin’s demonstration project for the use of coal in different ways to produce new chemical materials, Yanchang-Yushen’s demonstration industrial park for the clean, differentiated use of coal, and Yueneng Group’s coal chemical industry base, have all commenced construction and are progressing smoothly. The chemical project of Phase 1 of Hebei Shijiao Group’s ** and related projects has been approved for registration; the thermal power project has also been authorized. The environmental impact assessment has been submitted to the municipal environmental protection agency for approval. The forest survey and ** reports have been prepared, and the site is ready for land preparation and construction to begin. In addition, the Shandong Jiutai Yulin coal-based polyester integrated project and the CAS Synthetic Oil 4 million tons/year coal-to-clean-fuel industrialization technology upgrade demonstration base project are in the process of meeting the construction requirements. Targeted investment promotion for key projects resulted in the introduction of 31 projects to the industrial park. In the area of key industries such as fine chemicals and new materials, Yushen Industrial Zone focused on attracting investments from regions like the Yangtze River Delta, the Bohai Rim, and the Pearl River Delta. It visited over a hundred relevant key enterprises and held several meetings aimed at facilitating the relocation of projects to this area. A total of 31 projects were brought online throughout the year; 10 of these projects commenced construction, with an annual investment of 970 million yuan being made. The remaining projects are still in the process of completing their preliminary procedures. The Shenhua Yulin Energy Chemical Polyethylene and Polypropylene project, as well as Yulin Dongyuan Fine Chemicals Co., Ltd.’s 190,000 tons per year project for producing mixed aromatics through the blending of coal-based light oil with naphtha, are examples of projects in the Yushen Industrial Zone that were started, completed, and put into operation in the same year. It took only 295 days from the start of construction to the official commissioning of this project, a construction period that is 60% shorter than that of similar domestic enterprises. Meanwhile, petrochemical technologies were successfully transferred to the coal chemical sector in the production of mixed aromatics, giving rise to the \"Yulin Speed\". In addition, the 250,000 tons per year aluminum salt flocculant project in Shaanxi Gerunfeier also completed equipment installation that year and entered the commissioning and production phase. The supporting facilities are continuously being improved, giving enterprises peace of mind. Adhering to the service principle of \"doing whatever the park can do, and finding ways to do whatever the enterprises want done,\" Yushen Industrial Zone has stepped up efforts to implement various public utility projects, thereby enhancing the level of \"five-in-one\" development and management in the park and reducing the cost factors for enterprises. At the same time, the business environment is continuously improved, with the \"project leader system\" and \"proxy service system\" implemented on a full scale, thereby giving enterprises peace of mind. The cement plant for Beiyuan Chemical’s 1 million-ton PVC project is now in operation. In this area, the \"three factories and two centers\" (namely the sewage treatment plant, water supply plant, slag disposal plant, hazardous waste disposal center, and emergency management command center) have been built and put into use. Six additional infrastructure projects are currently under implementation, including a dedicated railway line for the Qingshui Industrial Park, comprehensive utilization of mine water, a power center, an expanded distribution network, the first phase of utility tunnels, and the first phase of cable tunnels; the total investment for these projects amounts to 6.744 billion yuan. In addition, preliminary work has also begun on supporting projects such as the public chlorine plant, the public hydrogen plant, the chemical organic waste liquid treatment system, the sewage lifting project, and the comprehensive utilization of waste residues.
