Recently, the popularity of green methanol has continued to rise, with new progress being made in green alcohol projects one after another. According to incomplete statistics from Gao Gong Hydrogen Energy, in May this year, there were over 11 projects related to green alcohol that were signed or approved. The planned annual production capacity for the projects that have been signed relates to green alcohol is over 1.65 million tons, while for those that have been approved, it is over 2.19 million tons. In May alone, the total annual production capacity planned for the green alcohol project exceeds 3.84 million tons. Signed Projects: 1. Signing of Nengjian Technology’s 150,000-ton green hydrogen-based methanol production project. Recently, Beijing Nengjian Technology Development Co., Ltd. announced a strategic partnership with the People’s Government of Yushu City in Jilin Province, with the plan to invest in establishing an integrated facility in Yushu City for producing methanol using green hydrogen on a scale of 150,000 tons per year. Nengjian Technology will collaborate with China National Coal Construction Group to develop a green methanol integrated project. The project will be constructed in phases, with Phase 1 focusing on the construction of a 150,000-ton capacity green methanol plant, along with the development of a 800MW wind power facility to support it. 2. Agreement signed for Hong Kong-based company’s investment in 300,000-ton green methanol project. On May 27, Shandong Institute of Industrial Technology and Jinan Chanyan Guoneng Zhongtan Environmental Protection Technology Co., Ltd. entered into tripartite agreements with Hong Kong’s Longxiang Group Investment Co., Ltd. and Gaofeng Group Holdings Limited at the Shandong Association in Hong Kong, to jointly develop a 1.6 GW integrated wind power, grid, energy storage, and green methanol production project. The construction scope includes wind farms, hydrogen production facilities through water electrolysis, methanol synthesis units, carbon capture systems, as well as other related infrastructure. Upon completion, it will be able to produce 300,000 tons of green methanol per year. 3. CSIC’s 200,000-ton integrated wind, energy storage, hydrogen, ammonia, and alcohol project: On May 24, a signing ceremony for the cooperation on this integrated project was held in Beijing, involving Jixian County in Heilongjiang Province, CSIC Technology, CSIC Wind Power, and Sichuan Hongzhan Industrial Group Co., Ltd. The project utilizes the electrolysis of water to produce hydrogen in the CSIC wind power shared energy storage project, and combines this hydrogen with carbon dioxide generated during the alcohol production process by Sichuan Hongzhan Group to synthesize green methanol. As agreed upon by all three parties, the project will be located within the Jixian Chemical Industry Park. The total investment planned is 7 billion yuan; construction will begin at the end of this year, with production starting by the end of 2025, enabling an annual output of 200,000 tons of green methanol. 4. Sinopec Group’s first green methanol project was signed. On the morning of May 9, the People’s Government of Panshan County and China National Machinery Industry Corporation held a ceremony to sign a framework agreement for cooperation on a green biomass methanol project. It aims to promote the optimization of the industrial structure and green, low-carbon development in Panshan County. The two sides will focus on cooperation in areas such as green methanol and new energy, working together to create benchmark projects for green and low-carbon development, thereby achieving high-quality growth and mutual benefit. 5. A project for producing 1 million tons of green methanol has been established in Shuangyashan, Heilongjiang. On May 8th, China Energy Engineering Group’s China Electric Power Engineering Company and the government of Shuangyashan City in Heilongjiang Province held a signing ceremony in Harbin for a project aimed at integrating the production of biomass-based green methanol with that of green aviation fuel. It is understood that the green methanol and green aviation fuel project of China Electric Engineering will be constructed in phases. The first phase will involve an investment of 10 billion yuan, enabling annual production of 200,000 tons of green methanol and 100,000 tons of green aviation fuel. The total investment for the second phase is approximately 10.8 billion yuan, with annual production of 800,000 tons of green methanol and green aviation fuel.
Approved projects: 1. The joint effort by Jilin Electric Power, COSCO, and Shanghai Port to develop a 200,000-ton capacity green methanol production project was approved. On May 28th, the wind and solar power-based green hydrogen production along with biomass utilization for green methanol production project (the chemical processing aspect) was approved for implementation. Shanghai Jiyuan Green Energy Co., Ltd. plans to invest 2,556,651,200 yuan in building a facility capable of producing 200,000 tons of methanol through biomass gasification. The facility will be equipped with 40 hydrogen production units using alkaline solutions, each with a capacity of 1,000 Nm3/h, as well as 16 PEM hydrogen production units, each with a capacity of 200 Nm3/h; the total hydrogen production capacity will thus be 43,200 Nm3/h. Construction is scheduled to begin in November 2024. 2. The Huadian green hydrogen-enabled 90,000-ton green methanol demonstration project was approved. On May 23, the Inner Mongolia Huadian Balin Left Banner green hydrogen-enabled 180,000-ton green ammonia and methanol demonstration project was registered. The construction site is located in the Lindong Industrial Park within the Inner Mongolia Non-ferrous Metals Development Zone. The total investment amounts to 2.3791709 billion yuan, with a total land area of 13.2 hectares. The hydrogen production capacity is 56,000 Nm³/h, and the overall production capacity is 87,200 tons of green ammonia and 92,000 tons of green methanol per year. 3. The 800,000-ton green methanol project of Tianying in Liaoyuan was approved. On May 22, the first phase of Liaoyuan Tianying Hydrogen Production Technology Co., Ltd.’s project for producing green hydrogen from wind energy was registered. The annual 800,000-ton green methanol production project of Liaoyuan Tianying Zhichun Technology Co., Ltd. in Liaoyuan has been approved for implementation. A green hydrogen production line with an annual capacity of 27,000 tons is planned to be built, capable of producing 56,000 Nm³/h of green hydrogen. The green alcohol plant is designed with a capacity of 1.28 million tons, enabling an annual production of 800,000 tons of green alcohol. The project is constructed in phases, with the first phase having an annual production capacity of 150,000 tons. 4. A project with an annual production capacity of 400,000 tons of green alcohol, as well as an integrated project for hydrogen, ammonia, and alcohol production using water-based methods, was approved. On May 21, 2024, the integrated project for hydrogen, ammonia, and alcohol production by Shuifa Clean Energy (Songyuan) Co., Ltd. in Qianguo County was registered. The project is located in Qianguoerluos Mongol Autonomous County, Songyuan City, Jilin Province. With a total investment of 12.1 billion yuan, it will rely on 1.3 million kilowatts of wind power for energy supply. It is planned to install 196 electrolyzers, resulting in a hydrogen production capacity of 199,172 Nm³/h. The ammonia synthesis plant will have an annual production capacity of 50,000 tons, while the methanol synthesis plant will have an annual capacity of 400,000 tons. 5. The 200,000-ton green methanol project in Xilin Gol was approved. On May 21, the integrated demonstration project for green methanol production using green electricity and biomass in Dolun County was registered. The project is located in the chemical industry park of Dolun County, Xilingol League, with a total investment of 3.5 billion yuan; it will involve the construction of a production line capable of manufacturing 200,000 tons of green methanol per year. 6. The 500,000-ton green methanol project of Longyuan was approved. On May 8, the 500,000 tons per year green methanol production project of Longyuan (Siziwang) Wind Power Generation Co., Ltd. was approved for implementation. The construction site is located in the Ulanqab Durbert Industrial Park in Siziwang Banner, Ulanqab City. The total investment amounts to 1,304,040 million yuan, and completion is scheduled for the end of 2026, with an annual production capacity of 500,000 tons of green methanol.

A considerable number of projects are like this: they cannot be constructed following the normal approval procedures set by the State-owned Assets Supervision and Administration Commission and local governments, but by labeling them as projects related to green hydrogen, green alcohol, or green ammonia, it becomes possible to get approval for their construction. In previous years, some oil refining projects in certain areas gave themselves names such as \"advanced processing of asphalt\" or \"intensive utilization of heavy oil resources\", which served a similar purpose
Is it a flaw in the system, or is it due to inaction on the part of the regulatory authorities? A situation like this should be very detrimental to the entire industry.

In other areas as well, it is necessary to revitalize economic development industries, which requires projects that operate on the edge of legality or even in violation of regulations in order to drive local economic growth. As long as China’s economy continues to develop and as long as the Chinese people can live a good life, such projects are necessary. Going a step further, as long as it is possible to surpass the former great powers, it is a good thing if China’s regular and irregular forces can achieve victories.
