In electrical fire protection, water mist is mentioned as a method for extinguishing electrical fires; this section explains how it works.
It cannot be explained by what I currently know. Depressed.
In the event of a fire involving electrical equipment, cut off the power first; dry powder or carbon dioxide extinguishers can be used to put out the fire. As for the water mist, could it be nozzles that spray water in a misty form?

The design fire protection codes for thermal power plants and substations specify that transformers above a certain capacity require water spray fire suppression systems; I’m too lazy to look it up right now, but you can find the information on your own
