Are electrical connection terminals necessary?

As per the safety improvement requirements, all electrical connections must be made using terminals. Question: Is it necessary to use terminals for connections? Is this also required for sizes less than 10 mm and 4 mm? If so, which standard specifies this requirement – is it mandatory or just a recommendation? I’m seeking help; I would be extremely grateful.
There is no mandatory requirement, but press-fit terminals are generally required for multi-strand wires.

According to the GB50171 wiring regulations, single-core wires with a diameter of 10 mm or less can be connected directly, while those with a diameter greater than 10 mm require terminals ； Multi-strand wires must be terminated, with tin-plated or crimped terminals for wires under 2.5mm, and welded or crimped terminals for wires over 2.5mm.
