Questions regarding emergency lighting

A two-story anti-riot central control room is being constructed, equipped with enclosed stairwells. Both the control room and the stairwells are fitted with normal lighting, and the lighting distribution panels have dual power supplies (mains electricity and diesel generator). Is it still necessary to provide emergency lighting in that stairwell?
Emergency lighting and evacuation lighting are not conflicting; they still need to be installed
Emergency lights are not controlled by the wiring and must be installed.
