Can cable trays be installed above steam pipes?

We have three layers of conduit racks: the steam pipes are on the second layer, and the cable trays are on the third layer. The distance between each layer is 1.75 meters. According to the design specifications, this arrangement is not acceptable, as cable trays cannot be placed above steam pipes. Are there any regulatory requirements regarding this?
According to clause 5.1.7 of GB50217-2018, the \"Design Standard for Cables in Electrical Engineering\", which states that \"cables installed openly should not be laid parallel above thermal pipelines\", it seems that this is not allowed
It seems that regulations already exist! Does anyone know why?
The steam pipes generate heat, and the rising hot air causes the cables to heat up, which is not good for them
