To what extent are the drawings reviewed by three parties?

To what extent are the drawings typically developed in a tripartite review? From the drawings provided by the design institute, the electrical section includes plans for lighting, emergency lighting, sockets, low-power equipment, and lightning protection and grounding; there are also diagrams for the lighting and low-power systems. As for the instrumentation section, there is only a layout plan for the gas detector. Is that all there is to the tripartite review? I hope the seniors can offer some guidance. Thank you so much!
