How many shims are needed to block the blind flange?

I noticed an interesting issue: some colleagues used gaskets on both sides of the blind plate when installing it, while others used only the old gaskets that were taken off during the flange removal process to seal one side of the blind plate. Many years ago, when I first started in this field, that’s how my mentor taught me.
We usually use new gaskets at the front and old ones at the back
