Seeking advice on a process related to diesel hydrogenation

What is the purpose of these two lines: one for delivering refined diesel to the reflux tank at the top of the fractionation tower, and the other for delivering stabilized gasoline to the reflux tank at the top of the stabilization tower? It seems it hasn’t been used yet.
The reflux tank at the top of the fractionation tower contains gasoline components, right? The reflux tank at the top of the stabilizer contains liquefied gas components, right? It seems that these two types of reflux streams are not correct.
It’s the oil used to line the reflux tank at the start of operation, right?
Start up the oil replenishment line to establish a level for the return tank
