Training for personnel working on new catalytic cracking units

At the newly built catalytic cracking unit, the employees hired for the production workshop have basically no experience with oil refining facilities; they are mostly people living in the area around the plant, aged around 30–45. They learn* slowly; I was wondering if anyone has any good training methods or approaches.
Is the educational background qualified? Hydrogen processing falls under the category of “two key areas and one major issue,” as clearly stated in the three-year improvement plan.

If the learning ability is poor, obtaining a hydrogen handling certificate will also be a problem. As long as you learn, it’s not a big problem; for the internal operations, it’s better to find someone who is skilled at them, otherwise problems are likely to arise.
I feel like there’s too much to learn; it’s a bit too basic for someone who isn’t a professional
