Regarding the issue of the cooling medium for stripping and fractionation

As the title suggests, normal practice is to use circulating water for cooling, but this water tends to form scale. Some people replace circulating water with raw water; I’m considering using purified water instead. Is that possible? I welcome experts to discuss this.
Having been involved in sewage stripping for over 20 years, it has always been a heat-intensive process; the purified water cannot be cooled down, so it is not practical to use purified water to cool the two-way outlet (three-way inlet).
Then just keep using Qing Er for the process management? In many places, it has been changed to purified water or raw water.
