Removal of heat transfer oil pipelines

The DN200 carbon steel heat transfer oil pipeline has been unused for 5 years and still contains residual heat transfer oil; it is now ready to be removed. Can it be cut directly with acetylene? If it needs to be handed over, is there a good solution?
Direct cutting is not allowed, as the heat transfer oil will catch fire immediately when exposed to an open flame. It is safest to heat first, then purge with steam, and finally cut.
