Due to the special nature of the processes in the core stages of the project, as well as the distinct characteristics of each patent holder’s overall performance and technical specifications, it is difficult for the tenderer to take all these technical aspects into account when preparing the tender documents. As a result, the technical documents prepared are not accurate, detailed, or targeted enough. Therefore, it is hoped to sign technical agreements with each bidder prior to the bidding process, to finalize the detailed requirements for bidding, and then proceed with the bidding process to select the best candidate. Is such an approach feasible?
