Questions regarding non-conformities in safety assessments

First, the project must be approved before a safety assessment can be conducted; only after obtaining the approval documents can further work proceed. Secondly, it is necessary to clarify the nature of the project, whether it is a hazardous chemicals construction project or a regular project. For hazardous chemical construction projects, in accordance with Order No. 45 of the former State Administration of Work Safety (amended by Order No. 79), a safety review of the construction project is required, including an assessment of safety conditions and a review of the design of safety facilities. For the safety condition review, a safety (pre) assessment report is required; if the review is not passed, an application can be submitted again for the safety condition review of the construction project after making the necessary corrections. For the review of safety facility design, a dedicated document on the design of safety facilities for the construction project must be submitted. If the review of the safety facility design is not approved, the project owner can apply again for a review of the safety facility design after making the necessary corrections. For ordinary projects, in accordance with Order No. 36 of the former State Administration of Work Safety (as amended by Order No. 77), the procedures for the \"simultaneous implementation\" of various aspects in construction projects must be followed; the production and operation unit is responsible for organizing the review and preparing a written report for record-keeping.
