Summary of the Work on Preventing Disasters During the Rainy Season in the Coking Plant in 2018: Since the implementation of the measures for preventing disasters during the rainy season in 2018, in accordance with the requirements of higher-level authorities and taking into account the actual conditions of our plant, a special meeting was held to discuss these measures. A command center for disaster prevention during the rainy season was established, an implementation plan was developed, emergency response teams were organized, and the responsibilities of various departments as well as the key tasks related to disaster prevention were defined. The following is a summary of the work carried out and completed regarding disaster prevention during the rainy season in 2018: I. Activities carried out during the preliminary preparation phase: 1. An inspection for disaster prevention during the rainy season was conducted under the leadership of the dispatch room, with the participation of other departments; a special self-inspection was carried out for this purpose in 2018. 2. Inventory of flood season \"three-prevention\" materials: In accordance with the requirements set out in the 2018 flood season \"three-prevention\" guidelines, weekly inspections were conducted on the emergency response materials needed for flood prevention in each workshop. It was found that the quantities of items such as flood prevention pumps and sandbags used to protect wellheads were insufficient; the missing materials were replenished as required, and a record sheet for material management was posted on site. 3. Formulate and improve various systems for the ‘three defenses’ during the rainy season. In accordance with the requirements of the group company and taking into account the actual conditions of our factory, all workshops are required to revise and enhance these systems for the ‘three defenses’, as well as to update the personnel responsible for implementing them. 4. Establishment of emergency rescue organizations: An emergency command organization was set up, with the deputy plant manager in charge as the chief commander, the workshop supervisor as the deputy chief commander, and the workshop section leaders and shift supervisors as members. Under this organization, there are a field response team, a technical team, a supply team, a medical rescue team, an information liaison team, and a logistics support team, all responsible for carrying out emergency rescue operations in the event of accidents related to the \"three defenses\" during the rainy season. II. Implementation Phase 1. Flood control: In accordance with the requirements for flood, drought, and storm prevention during the rainy season, our factory focuses on conducting inspections of the power supply and distribution systems to address any leaks in the distribution rooms. Special attention should be paid to low-lying areas; the workshop is required to monitor the weather forecast on a daily basis, and based on the weather conditions, seal off these areas in advance to prevent rainwater from entering them. Twice a month, inspections are conducted on the flood control, dust control, and corrosion prevention equipment to check the quantity of such materials, and the electricians in the electrical and instrumentation workshop are notified to go to the site to assess the condition of the pumps used for these purposes. Due to the heavy rain, coke production was halted at the coke ovens; personnel were sent to the tops of the ovens to remove water, thereby preventing rainwater from entering the oven structures. Inspect the roads within the factory area on a daily basis to ensure that rainwater can flow away smoothly, preventing large areas of water accumulation. Flood discharge measures should be formulated in advance for key areas. 2. In terms of flood control and drainage: prioritize drainage, use blocking measures as a supplement, and prevent surface floods from entering production areas, plant areas, etc., thereby avoiding disasters. Clean and clear the drainage systems in various plant areas and production areas to ensure smooth drainage ; Surface drainage flows along the road from south to north, from higher elevations to lower ones; it converges at the entrance of Area 3’s coking plant and then enters drainage wells or flows into side ditches. In accordance with the requirements of the group company, during the rainy season, our factory seals all surface and underground manholes along the roads to prevent road rainwater from entering the sewage system. Inspections of the factory grounds before, during, and after rainfall were carried out during the flood season; the condition of any subsidence in various workshops was checked, and relevant data was compiled and reported. The Safety Supervision Department contacted the property management company to arrange for the affected areas to be resurfaced. Check weekly the readiness of flood prevention measures for the \"three defenses during the rainy season\" at key locations. 3. Lightning protection: The Electrical and Instrumentation Workshop is responsible for taking measures to protect the entire plant’s power supply and distribution system, electrical equipment, and cable trenches against rain and lightning, and conducts regular inspections. The Equipment Department organized a special inspection of the lightning protection and grounding systems throughout the plant, and all issues identified during the inspection have been rectified as required. All surge arresters must be manufactured, welded, and installed in accordance with relevant requirements, and regular maintenance must be carried out to ensure their proper operation.
