By making efforts in multiple areas and addressing issues across the entire value chain, the company managed to achieve an increase in quality and efficiency worth 276 million yuan by the end of 2025, exceeding its set goals and delivering outstanding results. Top-level strategy: Fully tapping into resource potential. The leadership team of Liaohe Petrochemical maintains strategic focus, strengthens top-level planning, and seeks ways to enhance the company’s efficiency. In 2025, Liaohe Petrochemical took efficiency as its guiding principle and began planning ahead for measures to improve quality and boost productivity. By refining task objectives at two levels and formulating 52 action items across five areas, the company has established an efficient operational system that enables integrated tracking and implementation as well as hierarchical management, thereby driving efforts to improve quality and efficiency further. The results of all these efforts have far exceeded expectations, laying a solid foundation for the company’s development. By 2025, Liaohe Petrochemical will fully exploit the potential of various crude oil resources, resulting in a crude oil processing volume that is 115,000 tons higher than the previous year – setting a new record for crude oil processing in China. At the same time, Liaohe Petrochemical adopts precise strategies in resource allocation and utilization. According to the person in charge of the Production and Operation Department at Liaohe Petrochemical, on the one hand, they work closely with the Liaohe Oil Field to coordinate procurement plans and make every effort to secure crude oil from that field. On the other hand, while ensuring a stable supply of crude oil from Liaohe, they supplement it with Sinopec’s crude oil as appropriate, based on the actual production needs; this alone has resulted in cost savings of 810,000 yuan. In addition, they actively expanded channels for the mutual supply of regional raw materials, proactively coordinating with CNPC’s refining subsidiaries and surrounding enterprises to increase asphalt purchases, thereby achieving an additional efficiency gain of 1.4 million yuan. Analyzing the market and producing high-value-added products – Product structure adjustment is a key factor in improving quality and efficiency. Liaohe Petrochemical makes rational use of high-quality raw materials, organizes production in a way that maximizes efficiency, and focuses on increasing the yield of target products in order to boost production and profits. At the same time, it takes full advantage of the integration benefits of refining and petrochemical processing to produce products with high added value. The special oil research team conducted in-depth studies of market demands to find raw materials suitable for high-pressure hydrogenation processing. Starting with a detailed study of the blending ratios, they cleverly altered the properties of the raw materials, optimized the process flow and parameter settings, and successfully achieved mass production of industrial white oil. By 2025, the company will have produced 170,000 tons of industrial white oil, with its market share in the high-viscosity industrial white oil segment continuing to rise. At the same time, Liaohe Petrochemical takes the refinement of refining technology as a breakthrough point, flexibly adjusts production operations, and fully taps into the efficiency-enhancing potential of each unit. By optimizing production processes and increasing the use of specialty oil raw materials, the company achieved an efficiency gain of 16.49 million yuan. Furthermore, in the face of the significant decline in demand for diesel, Liaohe Petrochemical conducted thorough market research to accurately understand customer needs and promptly adjusted its strategies to produce light white oil, enabling the company to adapt more smoothly to market changes. In the first half of 2025, the light white oil produced by the company generated an additional revenue of 970,000 yuan. In addition, Liaohe Petrochemical has also taken various measures to boost efficiency, such as reducing gasoline production, increasing the output of aromatics, raising the proportion of high-octane gasoline, and producing waterproof asphalt through blending. Practice cost savings and strict efficiency controls; while striving for efficiency, Liaohe Petrochemical regards energy conservation and consumption reduction as important measures to enhance the company’s competitiveness and ensure sustainable development. Aiming for continuous reductions in its costs, the company relies on data from weekly reports and monthly reviews to implement measures such as reducing internal use, focusing on optimization, and cutting losses. It exercises stricter control over the consumption of water, steam, and air, promptly identifies and addresses any abnormal consumption patterns. As a result, the company’s overall energy consumption in refining operations was reduced by 1.57 kilograms of standard oil per ton in 2025, resulting in significant savings in resources and costs. At the same time, Liaohe Petrochemical carried out a project to upgrade the associated hot water system, tightening up various stages such as preliminary analysis, on-site coordination, and on-site construction, which resulted in an 8% increase in the amount of associated hot water that could be transported, thus achieving maximum energy savings and reduced consumption. During the project period, the company replaced steam heating with water heating on 180 pipelines, which resulted in a savings of 3,800 tons of steam over one and a half months after implementation. A comprehensive inspection of the company’s underground pipeline network was carried out to identify and repair leaks promptly, thereby reducing fire-fighting water consumption by 180,000 tons. Liaohe Petrochemical also implements comprehensive budget management, making every effort to reduce various expenses to ensure that every penny is spent where it is most needed. The company has shifted its cost and expense metrics from overall benchmarking to element-based benchmarking, implemented a \"zero-based budget\" for cost control, and achieved a comprehensive reduction in all types of production and operational expenditures. In addition, by strictly adhering to the budget schedule, the company has continued to reduce costs, achieving cost cuts in various areas. For example, by carrying out annual income tax settlement procedures and reducing taxes, 4.48 million yuan was saved; through measures such as optimizing the inventory of spare parts, cutting down on external repair costs, carrying out maintenance on imported equipment using domestic components, and reducing the frequency of equipment maintenance, 4.5 million yuan was saved in terms of equipment-related expenses.
