There shouldn’t be such a strict rule, right?
When draining water, if one forgets to open the relevant ventilation holes, it will cause the storage tank (the top of the tank) to collapse. This situation happens often.
It primarily ensures pressure balance inside the tank to prevent collapse due to negative pressure. One example: a steam sterilization tank in a manufacturing area. It was raining, light rain at that. The steam supply to the tank was stopped at midnight, and the rain continued; by the next day, the two plates on top of the tank were dented and the bottom of the tank had shifted to one side. This is what actually happened on site.
