The oil and gas recovery devices used for railway loading and unloading are generally complete sets of equipment provided by manufacturers; should the procedures for obtaining certificates such as the registration certificate for pressure vessels be handled by the supplier or by the user?
Check the contract terms; if nothing is specified, it’s likely the owner will have to pay out of pocket

The supplier provides information related to the equipment, but it is still one’s own responsibility to obtain the registration certificate. I’m using it myself, and it should be registered at the place where it’s being used
The supplier provides a quality certificate, and the user is responsible for obtaining the relevant pressure vessel usage permit
Regarding the registration of equipment usage, it depends on the terms of the contract – there may be agreements with the manufacturer, or possibly with the installation company. Some installation companies handle the registration process as part of their duties, as they are familiar with these procedures
