Shijiazhuang: 7 hazardous chemical enterprises to be shut down by the end of June

Recently, the Safety Committee of Shijiazhuang City in Hebei Province issued an implementation plan for shutting down and banning hazardous chemical enterprises that do not meet safety production standards. From now until June 30, those seven types of hazardous chemical enterprises that fail to relocate to designated areas on time or complete the necessary upgrades in a timely manner will be requested to be shut down and banned, thereby forcing such enterprises that do not meet safety requirements to cease operations. 　　The plan requires that for those enterprises included in the list of those to be shut down and banned, the cancellation of their licenses be completed on time, with further intensified efforts to carry out rectification measures. Hazardous chemicals enterprises that fall under the following categories are to be recommended for shutdown and ban, thereby forcing those that do not meet safety standards to withdraw from operations through pressure related to production safety. 　　(1) Those that fail to relocate to the designated site on time or complete the necessary renovations and upgrades in a timely manner; (2) Those whose safety monitoring and control systems, such as automated control systems (DCS) and safety instrumented systems (SIS), for hazardous chemical production facilities and storage units that fall under the category of “two key areas and one major hazard,” do not have an utilization rate of 100%, and fail to make the required corrections by the deadline; (3) Enterprises with significant safety hazards that fail to complete the necessary corrections or fail to do so thoroughly within the prescribed time frame; (4) Those that fail to integrate the surveillance videos and early warning data related to major hazard sources of level 3 and 4 into the provincial-level safety risk monitoring and early warning system by the end of 2020; (5) Fine chemical enterprises involved in high-risk chemical processes, metal-organic synthesis reactions (including Grignard reactions), as well as batch and semi-batch reactions, must undergo an assessment in accordance with the “Guidelines for Safety Risk Assessment of Fine Chemical Reactions (Trial Version).” Risk management measures must be implemented by the end of December; those that fail to meet these requirements by the deadline will be ordered to make corrections; (6) Those that do not meet the requirements regarding external safety distances and fail to make the necessary corrections by the end of December; (7) Enterprises whose actual operating locations, methods, and scope of business do not match those specified in their hazardous chemical operation licenses; those whose primary managers and safety officers lack the knowledge and skills necessary to manage hazardous chemical operations; those whose safety responsibility systems are not effectively implemented; those that have not established safety management systems for the purchase and sale of hazardous chemicals, safety training, emergency management, etc., or fail to enforce such systems effectively; those that engage in illegal activities such as renting warehouses privately or storing chemicals in unauthorized locations; and other enterprises that no longer meet the safety requirements stipulated by laws and regulations. Such enterprises are ordered to make corrections, and those that fail to do so within the prescribed time frame will be ordered to suspend operations for rectification. 　　The plan requires that work be carried out in three phases, from now until June 30, 2020. 　　(1) Investigation and assessment phase (by April 30, 2020). A further investigation of hazardous chemical enterprises across the city was conducted to further establish and improve a file for each enterprise, enabling classified management. 　　(II) Concentrated rectification phase (May 1, 2020, to June 20, 2020). In accordance with the requirements of the \"three musts,\" a comprehensive rectification of hazardous chemical enterprises within the jurisdiction is carried out. Those enterprises that engage in illegal or irregular activities, fail to meet the prescribed regulatory requirements, do not satisfy safety production standards, or have inadequate safety measures and show no possibility of improvement shall be shut down and eliminated promptly to remove potential safety hazards. 　　(III) Summary and acceptance phase (June 21, 2020, to June 30, 2020). For enterprises that have been listed for closure and prohibition, the measures of “cutting off two things and clearing three items” must be fully implemented, and relevant departments should be organized to conduct inspections in order to consolidate the results of the rectification efforts.
