Hello everyone, we are engaged in the installation of pressure pipelines. Must the supervision and inspection of such pipelines be carried out at the local municipal special equipment inspection agency? Is it possible to have inspectors from other city’s special inspection agencies come to conduct inspections? Are there any regulations or standards that specifically require that it must be the local special inspection agency? Thank you for the reply
Article 5 of the \"Rules for Safety and Quality Supervision and Inspection of Pressure Pipeline Installation\" issued by the former **Quality and Technical Supervision Bureau in 2007: The General Administration of Quality Supervision, Inspection and Quarantine and the provincial quality and technical supervision administrative departments grant accreditation to supervision and inspection agencies in accordance with their respective areas of responsibility. **The Boiler and Pressure Vessel Safety Supervision Agency of the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the **Safety Supervision Agency**) is responsible for carrying out supervision and inspection tasks related to long-distance pipelines that span provinces, autonomous regions, and municipalities directly under the Central Government, as authorized ; The boiler and pressure vessel safety supervision agencies of the provincial quality and technical supervision administrative departments, or the boiler and pressure vessel safety supervision agencies at the local (city) level entrusted by them (hereinafter referred to as local safety supervision agencies), are responsible for carrying out tasks related to the supervision and inspection of pressure pipelines within their respective administrative regions.
According to the provisions of the \"Rules for Safety and Quality Supervision and Inspection of Pressure Pipeline Installation,\" it is not necessary to carry out the work at the local municipal special inspection agency, but authorization from the local regulatory authorities is required.
It must be done at the local municipal inspection agency, as inspection activities fall under administrative jurisdiction at the local level.
It is necessary to first go through the notification procedures with the local special equipment supervision department. Generally, the local municipal special equipment inspection agency is responsible for conducting the inspections; unless such an agency does not have the appropriate qualifications for inspections, then coordination with the supervision department can be used to engage another inspection agency to carry out the tests. However, the inspection results must be entered into the local special equipment safety supervision network system.
Consult the local market supervision bureau; they will accept reports issued by special inspection agencies in other cities or provinces.
