Classification of fire escape routes in chemical plants

Is it allowed to set up roadblocks to block 9-meter fire lanes in chemical plants? Are there any relevant specifications that provide detailed explanations? I would appreciate advice from fellow sailors.
We have encountered this problem as well; the intention was to restrict access for unimportant people or vehicles, but the inspectors said that it was not allowed to block the passages. In fact, it’s just a simple barrier that can be removed by any staff member in an emergency. The problem is that no direct evidence was found: L

It is a special type of operation that requires a permit. Also, fire exits must not be blocked
Are there any relevant regulations that provide clear and detailed provisions?
Article 16, Paragraph (4) of the Fire Protection Law: “Ensure that evacuation passages, safety exits, and fire truck access routes remain unobstructed””
Article 28 of the Fire Protection Law: No unit or individual shall damage, misappropriate, or arbitrarily dismantle or shut down fire protection facilities and equipment; they shall not bury, occupy, or block fire hydrants, nor occupy fire separation distances; nor shall they occupy, block, or seal off evacuation passages, safety exits, or fire truck access roads. Doors and windows in crowded areas must not have any obstacles that could hinder evacuation as well as firefighting and rescue efforts.
There are also the requirements regarding the acts subject to punishment under Article 60 of the Fire Protection Law; similar provisions should exist in other regulations as well
