(Adopted at the 11th Plenary Session of the 11th Committee of Shanxi Province, China, on December 30, 2020) The 14th Five-Year Plan period represents a historic convergence point for the two centenary goals; the Central Committee has made strategic arrangements to embark on a new journey toward comprehensively building a modern socialist society. The 11th plenary session of the 11th Committee of Shanxi Province in China adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the important speeches and directives issued by the leader during his inspection of Shanxi. It addressed a range of key issues related to the economic and social development of the province during the 14th Five-Year Plan period, mobilized everyone in the province to strengthen their confidence in achieving success, and forged a consensus and collective effort. By focusing on the development of a comprehensive reform pilot zone for the transformation of the resource-based economy, the province strived to achieve the important strategic goal of establishing a preliminary framework for such transformation, aiming to blaze a new path in terms of developmental transformation and to write a new chapter in Shanxi’s pursuit of socialism with Chinese characteristics for a new era. The plenary session put forward the following recommendations regarding the formulation of the 14th Five-Year Plan for national economic and social development and the long-term goals for 2035. 　　I. Resolutely shoulder the major historical mission and take the lead in blazing a new path for transformation and development. (1) Decisive achievements were made in building a moderately prosperous society in all respects during the 13th Five-Year Plan period. “During the 13th Five-Year Plan period, faced with a complex landscape characterized by an increasing number of risks and challenges both at home and abroad, the provincial party committee adhered to the guidance of **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era**, uniting and leading the people of the entire province to forge ahead resolutely along the path of transformative development. The construction of pilot zones for comprehensive reforms aimed at transforming the resource-based economy made significant progress, and solid steps were taken toward high-quality transformation and development; as a result, positive developments were seen in improving the province’s conditions. By deepening supply-side structural reforms and stabilizing the economic foundation, the province’s economy has experienced a turnaround, moving from a sharp decline to stability and improvement, and then to strong growth driven by transformation, with the overall economic volume seeing a significant increase ； The economic structure continues to improve, with emerging industries thriving; the transition from old to new drivers of growth is accelerating, and quality and efficiency are steadily rising. The profits of industrial enterprises above a certain scale have remained above 100 billion yuan for three consecutive years ； Decisive achievements have been made in the fight against poverty; the goal of eliminating all rural poor people according to the current standards and removing all poverty-stricken counties from that category was achieved on schedule ； Comprehensive deepening of reforms has laid a solid foundation and established essential frameworks; significant breakthroughs have been achieved in reforms in key areas. Key reform initiatives such as the strategic restructuring of state-owned enterprises under provincial jurisdiction, the integration of medical services at the county and township levels, and the reform of the commitment-based system for enterprise investment projects have placed them among the best in the country ； Significant achievements have been made in ecological and environmental protection; major ecological protection and restoration projects have been advanced steadily. Water bodies at the nationally monitored sites have all been freed from the worst Class V water quality, ensuring that clean water flows into the Yellow River ； Coordinated development of urban and rural areas: Accelerated progress in the construction of the Taiyuan metropolitan area and its central cities ； There has been comprehensive progress in areas related to people’s well-being, and a basic public service system covering all citizens has been initially established. In the fight against the COVID-19 pandemic, significant strategic achievements were made through efforts such as the campaigns to combat the virus in Shanxi, provide support to Hubei, protect the capital, as well as coordinating efforts related to epidemic control with those aimed at promoting reform, development, safety, stability, and the welfare of the people ； Prosperous development of cultural affairs and the cultural industry ； Significant progress has been made in building a safe and law-based Shanxi, with the modernization of provincial governance advancing at a rapid pace ； The comprehensive and strict governance of the Party has been maintained consistently; the struggle against corruption has achieved an overwhelming victory and continues to be strengthened, the political environment is improving steadily, and it has been possible to pursue both strict party governance and transformative development simultaneously. Overall, the main goals and tasks set forth in the 13th Five-Year Plan are nearing completion; a solid foundation has been laid for comprehensive transformation and reform, and decisive progress has been made in building a moderately prosperous society in all respects. 　　(II) The situation facing economic and social development during the 14th Five-Year Plan period. At present and for some time to come, China’s development remains in a period of significant strategic opportunities, yet both opportunities and challenges have undergone new developments and changes. The world today is undergoing profound changes on a scale not seen in a century. A new round of scientific and technological revolution and industrial transformation is advancing rapidly, and the balance of international power is being significantly reshaped. Peace and development remain the themes of our time, while the concept of a community with a shared future for mankind is gaining increasing acceptance. At the same time, the international environment is becoming increasingly complex, with greater instability and uncertainty. The COVID-19 pandemic has had wide-ranging and profound impacts, and the various derivative risks arising from it cannot be ignored. Economic globalization is facing headwinds, and the world has entered a period of turmoil and change. Our country has entered a stage of high-quality development, boasting significant institutional advantages, improved governance efficiency, a positive long-term economic trend, a solid material foundation, abundant human resources, vast market prospects, strong resilience in development, and overall social stability. There are numerous advantages and conditions that support further development. 　　Our province is currently in the transition phase from a resource-based economy in its mature stage to one in decline, and the next 5–10 years represent a critical period for transformation and development. Entering a new stage of development, our province still faces structural, institutional, and quality-related challenges in its progress. The problems of insufficient, unbalanced, and uneven development are quite evident, and to address these issues, it is still necessary to focus on making breakthroughs in the areas related to the \"three uns\". Faced with the competitive landscape in which various provinces strive to develop, Shanxi risks falling behind; even slow progress will result in regression, and failure to innovate will surely lead to decline. The entire province must keep the \"two broader contexts\" in mind, accurately recognize changes, respond to them scientifically, and take proactive steps to bring about change. It should seize the opportunities presented by the new development pattern, carry out systematic and in-depth reforms, and strive for high-quality and rapid development, so as to achieve outstanding results with determination and a spirit of striving to surpass others. 　　(III) Long-term goals for 2035. On the basis of building a moderately prosperous society in all respects, through another 15 years of effort, the economic volume will reach an intermediate level across the country; socialist modernization will be basically achieved in tandem with the rest of the nation, leading to development that is of higher quality, more efficient, fairer, more sustainable, and safer. A first-class innovation ecosystem has been established; technological capabilities have seen a significant leap forward. The region has become a major national base for the research, development, and manufacturing of emerging and future industries ； The level of modernization in governance capabilities continues to improve, and the system for governing, developing, and strengthening Shanxi has become more robust and comprehensive. A modern social governance framework that is dynamic, harmonious, and orderly has basically taken shape ； The soft power of culture has been significantly enhanced; the influence of historical and red culture has become more widespread and profound. The overall level of civility in society has reached new heights, and the province has been fully built into a strong cultural province ； “The development of a “society where everyone has certifications and skills” continues to deepen. The middle-income group has grown significantly. The gaps in development between urban and rural areas as well as between regions, along with the disparities in living standards among residents, remain below the national average. Social welfare initiatives have reached or exceeded the national average, and the general populace has essentially attained a modern, high-quality life ； The ecological environment has seen significant improvement; the quality and stability of the ecosystem in the “two mountains, seven rivers, and one river basin” area have further increased. Ecological barriers along the Yellow River and in the Beijing-Tianjin-Hebei region have been established, and a comprehensive system for ecological civilization has been put in place. Carbon emissions have peaked and are now declining steadily, allowing Shanxi to showcase its beauty in all aspects ； The task of transforming the economy based on resource exploitation has been fully completed, contributing a \"Shanxi model\" to the energy revolution and to finding solutions to the economic transformation challenges faced by resource-dependent regions; as a result, Shanxi’s strategic role within the broader framework of development has significantly increased. 　　II. Guiding principles, strategic positioning, and main objectives for the transformation of our province during the 14th Five-Year Plan period On May 11–12, 2020, **** visited Shanxi once again, expressing the earnest hope that we would be the first to blaze a new path through transformation and development. This represents a grand vision for the transformation and modernization of Shanxi. We must keep in mind the leader’s instructions, persevere in carrying out the comprehensive transformation efforts to the end, and strive to achieve the important strategic goal of establishing a preliminary framework for this transformation on the new journey toward building a modern socialist society, thus fulfilling the historical mission of blazing new paths through transformative development. 　　(IV) Guiding principles for economic and social development during the 14th Five-Year Plan period. We must hold high the great banner of socialism with Chinese characteristics, fully implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. Guided by Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of “Three Represents,” the Scientific Outlook on Development, and ** Thought on Socialism with Chinese Characteristics for a New Era, we must thoroughly implement the important speeches and instructions made by **** during his inspection tour in Shanxi. We must resolutely follow the Party’s basic theory, basic line, and basic strategy. We should coordinate efforts to advance the overall plan for economic, political, cultural, social, and ecological development; simultaneously promote the strategic initiatives of building a modern socialist ** in all respects, deepening reform across the board, advancing law-based governance throughout society, and exercising full and strict governance over the Party. We must unwaveringly apply the new development philosophy of innovation, coordination, green development, openness, and shared benefits. Adhering to the general principle of making progress while maintaining stability, and in accordance with the provincial Party committee’s overall approach of “four priorities, four goals, and two synchronizations,” we must focus on promoting high-quality development as the main theme, deepen supply-side structural reform as the primary task, take the construction of the ** Comprehensive Pilot Zone for the Transformation of a Resource-Based Economy as the overarching priority, regard expanding domestic demand as a strategic cornerstone, and aim at fostering the all-round development of individuals as our fundamental objective. Innovation-driven development must be placed at the core of our efforts toward transformation. We must balance development with security, strive to achieve both high-quality and rapid growth, continuously make breakthroughs in the “six new areas,” and strive to take the lead in contributing to the establishment of a new development pattern. Our goal is to lay a solid foundation for achieving initial success in transformation, blaze a new trail in this process, and get off to a good start on the journey toward building a modern socialist ** in all respects. 　　To drive economic and social development during the 14th Five-Year Plan period, it is essential to uphold the Party’s overall leadership, firmly safeguard the authority of **** and its centralized, unified leadership, always maintain a high degree of consistency with **** led by Comrade **, and ensure that the Party’s leadership is applied in all fields, aspects, and stages of governing, developing, and strengthening Shanxi. Efforts should be made to consolidate foundations, leverage strengths, address weaknesses, and improve areas of deficiency. Special attention must be paid to preventing and mitigating major risks and challenges, so as to achieve harmony among development quality, structure, scale, speed, efficiency, and safety. 　　The overall approach and requirements put forward by the Provincial Party Committee, namely \"four focuses, four highs, and two synchronizations,\" are fully in line with the spirit of ****’s important speeches and directives during his inspection of Shanxi. They also conform to ****’s crucial requirement to \"pioneer a new path in transformation and development.\" These principles are consistent with the core essence and value goals of that approach, representing a practical manifestation of Shanxi’s efforts to explore new paths in transformation and development, as well as an example of upholding traditions while fostering innovation. We must faithfully fulfill the important missions entrusted to us. We should firmly adhere to the “four priorities” requirements, make extraordinary efforts and persistent endeavors to achieve the goals and tasks related to the “four highs”. We must seize opportunities by taking the lead, work diligently to blaze new trails, and courageously explore new paths. We must steadfastly follow the path of transformation and development to ensure that by 2035 we basically achieve socialist modernization in step with the rest of the country, and by 2050 we fully realize socialist modernization on par with the nation. 　　(5) Strategic positioning for economic and social development during the 14th Five-Year Plan period. Adhering to the concept of considering the \"two overarching situations\", accurately understanding the characteristics of the new stage of development, thoroughly implementing the new development philosophy, and contributing to the establishment of a new development pattern, Shanxi’s strategic positioning for development is: ——**A pilot zone for the transformation of resource-based economies**. The comprehensive reform pilot on the energy revolution has yielded notable results. The green, intelligent, and safe mining of coal, as well as its efficient, clean, and in-depth utilization, are at the national forefront. The vitality of the talent system and the attractiveness of policies have increased significantly, enabling the region to rank among the top in terms of its business environment. 　　——New high grounds for opening up to the outside world have basically taken shape. The platform system for opening up to the outside world has been basically established, modern infrastructure has been further improved, free trade zones have been approved for establishment and significant results have been achieved; the level of institutional openness has increased markedly, and notable progress has been made in integrating into the new development pattern, resulting in a clear improvement in both the scale and quality of the province’s open economy. 　　——The pattern of integrated urban-rural development has been largely established. “Significant progress has been made in the development of the \"one main city, three secondary cities, and six municipal centers\" framework. Taiyuan has become a regional center city with international influence; the capacity of the provincial secondary cities to serve as hubs for development has improved markedly; the functional quality of the municipal centers has been enhanced across the board; the strategy for rural revitalization has been advanced further; and the level of coordinated development between urban and rural areas as well as among different regions has increased significantly. 　　——A more comprehensive and improved system for ensuring people's livelihoods has been basically established. “Significant progress has been made in building a society where everyone holds certificates and possesses skills; residents’ incomes have grown in tandem with the economy. Services related to people’s well-being such as healthcare, education, culture, sports, and social security have continued to improve. A comprehensive public safety network has been essentially established, and the level of all-round human development has seen notable improvements. 　　——Its strategic position within the country’s new development framework has been largely established. “It took the lead in blazing a new path for transformation and development, achieving significant landmark results; the economy maintained rapid growth, with its overall size and comprehensive economic competitiveness rising steadily in national rankings, while the Shanxi sector within the Bohai Rim economic zone saw a marked increase in its influence. 　　By 2025, the total economic volume of the province will have increased significantly, with an economic growth rate higher than the national average ； The leading role of industry in economic development has grown significantly, with the value added from industry accounting for an increasingly larger share of GDP ； **The number of key laboratories at the national level, technology innovation centers, and engineering research centers has multiplied ； Targeted indicators are set focusing on the “six new” sectors, with the proportion of added value from strategically important emerging industries in GDP aiming to reach the national average level ； Completion of mandatory indicators **the target tasks assigned ； The per capita disposable income of residents is aimed at reaching or exceeding the national average level. 　　To strive to achieve the ambitious goal of establishing a preliminary framework for transformation, it is necessary to continuously plan and implement a series of transformative, driving, and landmark strategic measures, as well as to thoroughly carry out the \"Twelve Major Strategies\" in order to create new advantages for the high-quality and rapid development of Shanxi. It is necessary to implement strategies of innovation-driven development, revitalizing the province through science and education, and strengthening the province with talent, in order to create a powerful engine for modernization ； Implement a strategy of taking the lead by changing lanes to seize the strategic high ground in the development of the “six new areas” ； Implement an unbalanced development strategy to foster and strengthen new drivers for transformation and growth ； Implement the strategy of converting advantages to foster the modern energy economy ； Implement the strategy of focusing on agriculture’s uniqueness and excellence to comprehensively promote rural revitalization ； Implement the strategy of expanding domestic demand and fully integrate into the new development paradigm ； Implement a new urbanization strategy to promote coordinated development between urban and rural areas ； Implement the Digital Shanxi strategy to drive the digital transformation of the economy and society ； Implement the strategy of comprehensively deepening reform and opening up to establish a new system for high-quality transformation and development ； Implement the sustainable development strategy and build a demonstration area for practicing the “Two Mountains Theory” ； Implement the strategy of building a culturally strong province to foster soft power for high-quality transformative development ； Implement a strategy to enrich people through skills, continuously promoting their all-round development. 　　III. Go all out to foster a first-class innovation ecosystem and strengthen core competitiveness
Place innovation-driven development at the core of overall transformative development. Adhere to the “four orientations,” fully comprehend the significance and inherent requirements of building an innovation ecosystem, and earnestly implement strategies for innovation-driven development, revitalizing the province through science, education, and talent. This will help unleash the full potential and momentum for innovation, creativity, and entrepreneurship across society, thereby striving to achieve rapid progress, overtake others on the curve, and take the lead in new areas of development. 　　(7) Implement first-class innovation projects. Guided by the goals of addressing weaknesses, building strengths, and enhancing capabilities, efforts will be made to strengthen applied basic research and independent innovation, explore the \"Shanxi model\" of a new national system, and improve Shanxi’s capacity to tackle key core technologies. We will further advance innovation initiatives such as “111”, “1331”, and “136”. By adopting the \"challenge-based project assignment\" system, we will carry out a number of forward-looking and strategic major scientific and technological research projects. Driven by the innovation chain and guided by the industrial chain, we will promote the integration of various chains, including those related to factors, systems, and supply chains. Implement a financial innovation initiative covering the entire lifecycle of enterprises, support innovative leading companies in going public, and provide diversified financing services for innovative entities and industrial players. Establish a diversified R&D investment system driven by guidance, market forces, and enterprises, and increase R&D investment at an extraordinary level. 　　(8) Build first-class innovation platforms. Concentrate resources to support the development of key universities, outstanding colleges, and strong disciplines, and accelerate the creation of innovation hubs in higher education institutions. Strive to establish branches at **-level innovation platforms, and explore setting up R&D institutions in regions with advanced science and technology both domestically and internationally. High standards should be applied in the establishment of laboratories in Shanxi Province; provincial key laboratories should be optimized and integrated to enhance their capabilities. Efforts should be made to set up laboratories in the field of extreme optics and clean coal utilization, as well as large-scale scientific facilities based on quantum light sources in our province, in order to build a regional hub for innovation. Actively foster new types of R&D institutions that are not typical of any conventional category. 　　(IX) Foster first-class innovation entities. Seize the opportunity presented by the near-completion of the new round of strategic restructuring of provincial state-owned enterprises, foster large enterprises into leaders in high-tech fields, and support these leading enterprises in forming innovation consortia. Implement the high-tech enterprise multiplication plan in a phased manner, promote the rapid tiered growth of science and technology-based small and medium-sized enterprises, and ensure full coverage of innovation and R&D activities among enterprises above a certain scale. Focus on identifying, fostering, and introducing a group of enterprises that possess independent core technologies, including those that are specialized and innovative, technology-driven giants, industry champions, gazelle companies, and unicorn companies. Guide and support enterprises in establishing various high-level innovation platforms. It supports development zones and high-tech zones in establishing specialized pilot production bases relying on key enterprises, accelerates the full coverage of such pilot production bases for key industries, and promotes integrated innovation across all stages of the industrial chain as well as among large, medium, and small enterprises. Using the “Smart Innovation City” as a platform, an upgraded version of innovation and entrepreneurship initiatives is being developed, creating a comprehensive industrial chain for fostering such initiatives that includes “startup incubators + incubation centers + acceleration programs + industrial parks”. Develop technology intermediary organizations and improve the technology market system. 　　(10) Establish first-class innovation systems. Adopt an open and receptive attitude to absorb and assimilate the best practices from others, and strengthen institutional innovation through a spirit of taking the lead and daring to be pioneers. Taking key core common technologies, comprehensive technology integration, and industrialization-related technology projects as breakthrough points, an integrated R&D mechanism involving enterprises, academia, research institutions, capital, and other stakeholders shall be established. Establish a sound organizational framework for science and technology management that is driven by innovation needs and spans the entire project lifecycle, thereby creating a research management system that integrates **departments, implementing units, and specialized institutions.
