5 typical cases of reports regarding work safety are announced! The maximum reward is 94,500 yuan! China Chemical Safety Association, posted in Beijing at 19:31 on September 6, 2022. To further implement the requirement of “offering substantial rewards for reporting potential safety hazards” as stipulated in the 15 measures for work safety, and to foster an environment where everyone participates in work safety supervision, the Ministry of Emergency Management recently selected and made public five typical cases related to reports of work safety violations. These cases were chosen from those that have been thoroughly investigated and dealt with across various regions; they serve to encourage the public to report prominent safety issues and jointly combat serious illegal acts. Case 1: In March 2022, the Shandong Provincial Emergency Management Department received a real-name report from a citizen, stating that a chemical enterprise in Linshu County, Linyi City, failed to store hazardous chemicals in a dedicated warehouse. In accordance with the relevant procedures, the Linshu County Emergency Management Bureau conducted an investigation into the contents of the report. Upon investigation, it was found that the company stored 14 barrels of toluene (approximately 10 tons) and 5 barrels of ethyl acetate (0.8 tons) in its ink production facility, which did not have the necessary safety measures for storing hazardous chemicals. These materials were not kept in designated warehouses as required, thereby increasing the risk of safety hazards. In accordance with relevant laws and regulations, law enforcement officers ordered the enterprise to make corrections within a specified timeframe for failing to store hazardous chemicals in a dedicated warehouse, and imposed an administrative fine on it. The whistleblower promptly noticed and reported that a production and business entity was illegally storing hazardous chemicals, thus contributing to the timely elimination of potential safety hazards. In accordance with regulations, the Shandong Provincial Emergency Management Department awarded the individual a reward of 34,500 yuan. Case 2: In March 2022, the Emergency Management Department of Anhui Province received a real-name report from a citizen, stating that no warning signs for confined spaces had been placed at the sewage treatment pond of a food processing enterprise in Hefei. In accordance with relevant procedures, the Hefei Emergency Management Bureau investigated the reported matters. Upon investigation, the two sewage treatment tanks of this enterprise are considered confined spaces. The surfaces of these tanks are covered only with movable foam panels, and no safety warning signs are in place to alert people to the dangerous and harmful factors present in these areas, thus posing a threat to the safety and health of those who work there. In accordance with relevant laws and regulations, law enforcement officers ordered the enterprise to immediately rectify its failure to post prominent safety warning signs at its confined space work areas, and imposed an administrative fine on it. The whistleblower promptly identified and reported any illegal or non-compliant operations by the production and business entities, thereby contributing to the timely elimination of potential safety hazards. In accordance with regulations, the Anhui Provincial Emergency Management Department awarded the individual a reward of 5,000 yuan. Case 3: In April 2022, the Emergency Management Bureau of Shenyang City, Liaoning Province, received an anonymous tip from a citizen reporting that hazardous chemicals were being illegally produced and sold in a compound on a certain street in Yuhong District, Shenyang. In accordance with the relevant procedures, the Shenyang Emergency Management Bureau conducted an investigation into the reports made, and in collaboration with the public security authorities, it successfully uncovered a case of illegal production of acetylene gas, as well as its packaging and sale without having the necessary business licenses or permits for the safe handling of hazardous chemicals. In accordance with relevant laws and regulations, law enforcement officers immediately sealed off the production workshop, seized and sealed the involved materials in a different location, and pursuant to procedures, referred the case to the public security authorities on suspicion of the crime of engaging in hazardous operations. Using this case as a lead, through further in-depth investigations, the Shenyang Emergency Management Bureau, in collaboration with public security authorities, successfully dismantled 9 illegal sites involved in the production and sale of hazardous chemicals. They seized 2 sets of acetylene production equipment, 1,302 gas cylinders of various types, and 6.1 tons of calcium carbide (a raw material for production). Twelve individuals were placed under administrative detention, while 15 others were subjected to criminal compulsory measures. This action has served as an effective deterrent against illegal and unlawful activities in the field of work safety. Case 4: In April 2022, the Emergency Management Bureau of Tongliang District, Chongqing, received a real-name report from a citizen alleging that an enterprise within its jurisdiction was illegally selling liquefied petroleum gas. In accordance with relevant procedures, the Emergency Management Bureau of Tongliang District verified the reported information, and carried out joint law enforcement efforts together with local departments such as the Public Security Bureau and the Economic and Information Technology Commission. Upon investigation, Tongliang District is not within the scope of operations permitted by the company’s gas business license; therefore, the company’s sales in Tongliang District constitute unauthorized engagement in gas business activities. In accordance with relevant laws and regulations, the law enforcement officers ordered the company to cease its illegal sales of liquefied petroleum gas immediately, and imposed an administrative fine on it. The whistleblower promptly identified and reported instances of illegal sales by production and business entities, thus contributing to the efforts to combat illegal activities related to work safety. In accordance with regulations, the Tongliang District Emergency Management Bureau awarded the whistleblower a reward of 15,000 yuan. Case 5: In June 2022, the Hunan Provincial Emergency Management Department received a real-name report from a citizen alleging that a coal mine in Leiyang City, Hengyang City, was engaged in illegal coal mining. In accordance with the relevant procedures, the Emergency Management Department of Hunan Province, in conjunction with the emergency management departments of Hengyang City and Leiyang City, formed an inspection team to verify the contents of the reports. Upon investigation, it was found that this coal mine uses the **strictly prohibited roadway mining method for coal extraction; in addition, there are issues such as inadequate management of ventilation facilities and tramcars not meeting regulatory requirements. In accordance with relevant laws and regulations, law enforcement officers ordered the coal mine to cease operations immediately and imposed an administrative fine. The whistleblower promptly identified and reported serious illegal mining practices by a production and business entity, thus contributing to the crackdown on illegal activities related to work safety. In accordance with regulations, the Hunan Provincial Emergency Management Department awarded the individual a reward of 94,500 yuan.
