Recently, the main units of Jinzhou Petrochemical have been shut down one after another to commence the annual major maintenance for 2024. This year’s major maintenance campaign represents the first time in Jinzhou Petrochemical’s history that such maintenance is carried out every five years. There are many units to be maintained, the tasks are substantial, and the time available is limited; at the same time, new challenges arise due to the introduction of new key personnel and new teams. Jinzhou Petrochemical focuses on the key aspects of safety, environmental protection, quality, schedule control, and cost management, ensuring that tasks are properly assigned, responsibilities are clearly defined, actions are taken effectively, and desired results are achieved, in order to successfully overcome the challenges posed by major maintenance work. Jinzhou Petrochemical established a leadership team and working groups for plant start-up and shutdown operations, which included teams responsible for start-up/shutdown procedures, material balance, technical renovation projects, and systems engineering. A \"2024 Plant Shutdown and Restart Plan\" was developed to clarify responsibilities and divisions of labor, ensuring that each task was assigned to a specific person. Jinzhou Petrochemical organized various workshops to prepare a \"Utility Medium Demand Table\" in line with the start-up and shutdown schedules of the facilities, specifying the consumption rates on an hourly basis. By taking into account the conditions of each facility, an overall optimization was carried out for the balance of utility media such as low-pressure steam, medium-pressure steam, and nitrogen, to ensure that the demand for these utilities is met during the start-up and shutdown of the facilities. It is reported that Jinzhou Petrochemical will take advantage of this major maintenance period to complete the maintenance of 4,085 items related to 41 refining and chemical production units as well as auxiliary units within 45 days. This will help eliminate safety and environmental hazards associated with these units, as well as the bottlenecks that arise from their long-term operation. As a result, the units will operate more smoothly, the processes will be optimized, and performance metrics will improve, thereby laying the foundation for green transformation and development.
