Should water be added to the waste gas tank when a vinyl chloride extraction catalyst vacuum pump is in operation?

There is an exhaust gas tank between the cyclone separator and the vacuum pump.
It’s shown in the image; it’s not clear whether it was rinsed with water after use, or whether water was used to create a liquid seal during operation. Otherwise, what’s the point of having a test on the water pipe?
Water cannot be added under normal circumstances, as that would block the pipes through which air enters the exhaust gas buffer tank; how can negative pressure then be created?
I was thinking it might be the same principle as the forward and reverse water seals of the generator. Seal it a bit and wash off the catalyst coating; otherwise what’s the point of testing it on the water pipe?
For a water seal, it’s most suitable to install the sight glass on the tank. But adding a little water is also appropriate.
