Yes, that’s the only way to understand it. It seems that the speed of the fan is adjusted to control frequency; since a low speed results in inadequate cooling, a motor with a higher speed is used to drive the fan blades.
It is certain that this fan requires frequency regulation; the motor is an inverter-driven motor, while the smaller motor behind it is a 50Hz non-inverter motor. The role of this smaller motor is primarily to aid in heat dissipation, preventing the main motor from experiencing insufficient cooling at low frequencies.

The actual operating frequency is too low, for example, below 30 Hz
The motor is an inverter-driven motor; after inversion, the motor generates more heat. The separate fan connected to it is powered by direct-current power, so its speed remains unchanged. It can effectively remove the heat generated by the motor. Generally, for loads with a square torque-decrease characteristic (such as fans and centrifugal pumps), motors without a separate fan can be used.
Are those machines also variable-frequency regulated? Variable-frequency motors can be those that are already variable-frequency from the start, or they can be modified later by adding a frequency converter; in such cases, no corresponding fan is added.
This motor doesn’t have such a large handle, unlike the large motors in power units.
