Gas-liquid film tandem sealing is commonly used in light hydrocarbon pumps; will the failure of the outer seal affect the operation of the inner seal?

The outer seal provides back pressure to prevent cavitation on the main sealing surface; so if the outer seal ring cracks and the buffer gas leaks out, can the inner seal still be used as long as no cavitation occurs there?
Personally, I think this approach is not reliable.....:L
A dry gas seal can form an air film only when the rotational speed reaches a certain level; the primary seal is probably a wet seal
