What is the purpose of a partition at the pump inlet? (Note that it is perpendicular to the direction of rotation of the impeller) Is it anti-rotation?

Yes, it is anti-rotation and can also guide air flow.
It looks like it is the outlet of a double suction pump. Double suction pump with double volute.
This should be the outlet of the pump, it's a double volute pump
It is generally BB2 type, with a spiral water absorption chamber to make the flow speed on both sides consistent and avoid eddy currents caused by uneven pressure at the inlet.
