The pump has a head of 15m, and the pressure gauge when the pump is started shows a reading of around 0.3 Mpa. Does this return pipe serve to increase pressure? What is the relationship between the head and outlet pressure of a general pump?
It is the bypass pipe that goes around the check valve; it has nothing to do with the pressure gauge, and it cannot increase pressure either; Material can be drawn from the pump outlet pipe or the connected equipment through this pipe (bypassing the check valve) to the pump inlet pipe, for example, for filling the pump. This bypass valve should be closed when the pump is operating normally.
Pump outlet pressure = Pump inlet pressure + Pressure resulting from the head. The valve on this return line should be closed during normal operation; it is opened only when the pump outlet pipeline needs to be repaired or taken apart, in order to drain the fluid from the pipeline downstream of the check valve

This valve is located across the pump outlet check valve; 1 allows the valve to be opened in winter to preheat the pump, and 2 is used for venting air from the tank pump
Your static electricity bonding wires do not meet the specification requirements, and the selection of the pressure gauge at the pump outlet is inappropriate. What materials? The pump inlet drain valve is a single valve with direct discharge on-site!
This is probably just to balance the pressure and prevent the check valve from getting stuck.
