In an external gear pump, the upper part is the driving gear while the lower part is the driven gear. How can one tell the inlet and outlet of the fluid when installing it? Is the clockwise direction on the pump the rotation direction of the driving wheel, and is it also the direction of the pump’s material outlet? Is the safety valve built into the gear pump located on the outlet side of the pump?
Install as shown in the diagram; is the material flow indicated correct? Looking forward to an answer. Thank you!

First, check the direction of rotation; in your image, it appears to be rotating upward. If the upper teeth are the driving force and the lower ones are the driven force, the material outlet will be at the top of the image. The pump’s safety valve is located on the top of the pump and does not fully belong to that opening. Safety valves are also required on the piping of positive displacement pumps; these are installed on the outlet piping.

Is it because the outlet pressure is too high, causing the safety valve on the pump to activate and the material to return to the pump’s inlet?
It’s hard to tell the direction of turning; the active component is on top and the passive one is below, with the direction indicated by the arrow being the exit. A gear pump uses gears and the pump casing to transport the medium, not the gears themselves.
Yes, the arc gear pumps I have seen are like that. I’m not quite sure about other types
