After 183 days of intensive testing, the small ethylene plant at Fushun Petrochemical Company, which had been out of operation for over 1,500 days, resumed operations. This marked the first time in Fushun Petrochemical’s history that both large and small ethylene plants were in use, resulting in an annual ethylene production capacity of 1 million tons. In the control room of the ethylene plant at Fushun Petrochemical Company, workers carry out their tasks in an orderly manner, carefully monitoring every aspect of the plant’s operations. Since the small ethylene plant resumed operations on August 29, everyone has worked meticulously to resolve faults and ensure its proper functioning. The ethylene plant began operations in the 1990s; with continuous improvements to its processing technologies, it reached its highest production capacity of 180,000 tons in 2009 ; From 2005 to 2011, the average annual benefit amounted to 310 million yuan. It can be said that Fushun Small Ethylene has achieved the record of having the highest ethylene yield in the domestic industry for many years, as well as the longest continuous operation time in China. In 2012, with the completion of Fushun Petrochemical’s \"10 million tons of oil refining and 1 million tons of ethylene\" project, the newly built plant with an annual capacity of 800,000 tons of ethylene began operations; however, due to a shortage of raw materials, the small ethylene production facility was shut down in April 2013. Fushun Petrochemical Company continues to deepen supply-side structural reforms. In line with the requirements of \"reducing overcapacity, lowering costs, deleveraging, and making up for deficiencies,\" it makes good use of new resources while revitalizing existing ones; in March of this year, it began work to restart the small ethylene production facility. Fushun Petrochemical Company sought support from various sources, mobilizing ethylene raw materials from other affiliated enterprises to ensure a stable supply of raw materials. At the same time, human and material resources were mobilized to fully tackle the challenges associated with maintenance work. The comprehensive energy-saving renovation and major maintenance work on the cracking furnace, which had been out of service for nearly 4 years, was successfully completed. “Various challenges associated with resuming operations, such as the purging and testing of the turbine steam system for the three units, were overcome one by one. The workers worked hard under the light of lamps, demonstrating the spirit of model workers and dedication. Finally, at 23:46 on August 29th, the separation system of Fushun Petrochemical’s small ethylene plant produced qualified propylene, and at 05:06 on the 30th, qualified ethylene was produced as well. Thus, the six-month-long effort to restart the small ethylene plant was successful, enabling the plant to improve its performance from poor to excellent. The ethylene plant has become another source of revenue and profit for Fushun Petrochemical Company. Ren Hongxin, assistant to the manager of the ethylene plant, told reporters: “This restart is a significant step taken by the company to make use of idle assets and implement structural reforms on the supply side. It has enabled the company to achieve an annual production volume of 1 million tons of ethylene, with an increase of 500,000 tons in the volume of commercial products produced; the expected benefits amount to 300 million yuan.” ” (Article source: Northeast News Network)

Isn’t this ethylene plant part of the same group as those in Dushanzi, Beijing, Puyang, and Tianjin? I think there were five such plants back then; I’m not sure what’s become of them. By the way, the ethylene plant in Guangzhou seems to be of similar scale as well
According to Sinopec News Network (Yang Xiaodan, Li Jianzhong), since the beginning of this year, Tianjin Small Ethylene has further strengthened the control over the production process in its facilities, and has revised and improved the relevant process measures and management procedures to ensure product quality. In the first quarter, Tianjin Xiao Yi Tian produced a total of 46,900 tons of polyethylene and polypropylene products in 14 different grades; all of these products met quality standards, and they were all sold, generating economic benefits of 100.6 million yuan. To enhance the quality awareness among employees, Tianjin Xiao Yi Tian summarized the addition amounts of various catalysts and additives of different grades, the set values of key parameters, and the valve opening degrees, and organized staff to study these details and strictly follow the relevant operating procedures. At the beginning of each month, the production workshop makes careful arrangements based on the production schedule, sequencing the production of product grades with similar melt indices to avoid an increase in the amount of non-standard products resulting from large differences in melt indices. Before each switch, they carry out thorough preparations, including the preparation of catalysts and additives, control of the material level in each intermediate reaction tank, and timely adjustment of components. With a separate production plan for each grade, 54 grade switches were completed within one quarter, enabling both increased efficiency and maintained quality. Tianjin Xiaoethylene also implements hierarchical control over key process parameters such as the temperature of the loop reactor and the pressure of the gas-phase reactor at the source, to ensure stable operation of these parameters. At the same time, Tianjin Xiao Yi Tian has set strict quality control standards for various grades, continuously improving the internal quality of its products and preventing significant fluctuations in quality indicators. They also conduct thorough analysis and handling of abnormal situations, focusing on problem resolution; they establish clear limits for operational adjustments, standardize operating procedures, and treat any violations of these limits as potential hazards to be addressed as if they were actual accidents, thereby ensuring stable control throughout the production process. They carry out comprehensive tracking from the time a product is discontinued, through packaging, labeling, and transportation, all the way to its delivery to the customer. They strengthen product inspection processes, manage inventory entry and exit in accordance with a continuous improvement framework, thereby achieving an overall improvement in product quality.
During those years, a total of 10 sets of small ethylene plants were introduced, namely: in Dushanzi, Puyang in Central China, Tianjin, Panjin, and Fushun, the Lummus technology was used; Beijing Dongfang uses KTI technology ; Lanzhou Petrochemical uses Kellog Company’s millisecond furnace pyrolysis technology ; Jihua 1# and Shanghai Jinshan 1# small ethylene plants use Mitsubishi inverted trapezoidal furnace technology ; Guangzhou Petrochemical uses S.W technology.

They are: Beijing Yanshan, Nanjing Yangtze, Shanghai Jinshan, and Shandong Qilu.
