Recently, the Taizhou Ecology and Environment Bureau issued a public notice regarding the acceptance of the environmental impact assessment report for Taizhou Liancheng Chemical Industry Co., Ltd.’s project to produce 120,000 tons of plasticizers per year. Liancheng Chemical Company focuses its production lines on phthalic anhydride products, having established itself as the most professional and economically efficient manufacturer in Asia. It develops related downstream products based on this foundation; for example, it has already started producing polyvinyl chloride plasticizers. In the future, depending on market demands, the company plans to develop products such as polyester resins, maleic anhydride, polyvinyl chloride, and epoxy resins ； In order to increase the maximum added value of its products and enhance the company’s competitiveness, the firm plans to invest 101.73 million yuan to build a plasticizer production facility with an annual output of 120,000 tons on the existing vacant land within the factory complex. Project Overview Project Name: Project for Annual Production of 120,000 Tons of Plasticizers ； Project nature: Technical renovation ； Industry category: C2614 Manufacturing of organic chemical raw materials ； Construction location: No. 9, Xinmu Road, Binjiang Town, Taixing City, Jiangsu Province, within the existing factory complex ； Total investment amount: 101.73 million RMB, of which 600,000 RMB is invested in environmental protection, accounting for approximately 0.59% of the total investment ； Land area: Utilizing the reserved land within the factory complex, the land area is approximately 667 square meters. The total land area remains at 230.7 mu (153,800 m2), while the green space area stays at 17,226 m2, giving a green coverage rate of around 11.2% ； Working hours: The proposed project will adopt a continuous production system with four shifts and three rotations, featuring 330 production days per year and 7,920 hours of annual production time ； Number of employees: 12 new staff members added ； Planned completion date: The project construction period is 12 months, with an estimated completion time from June 2026 to May 2027 ； Construction details: This project will make use of the reserved land within the factory site to build a 3-story building with a construction area of 2,000 square meters. Equipment such as vacuum pumps, mixers for reaction tanks, mixers for secondary treatment tanks, transfer pumps for reaction tanks, exhaust gas scrubbers, reaction packing towers, primary condensers for reaction tanks, secondary condensers for treatment tanks, and condensate flash tanks will be purchased. Once completed, the project will enable an annual production capacity of 120,000 tons of plasticizers. The product plan for this project includes 54,000 tons of dioctyl phthalate (DOP), 50,000 tons of dioctyl terephthalate (DOTP), 2,000 tons of dinonyl phthalate (DNP), 4,000 tons of diisononyl phthalate (DINP), 2,000 tons of didecyl phthalate (IDP), 2,000 tons of trioctyl trimellitate (TOTM), 2,000 tons of dioctyl adipate (DOA), 2,000 tons of diisononyl terephthalate (DINTP), and 2,000 tons of trinonyl trimellitate (UN399).
