Dogs are often kept at sites, construction sites, and warehouses. Keeping a dog deters thieves, but if the dog bites someone, compensation will likely be required. That thief is really stupid; he got bitten even though the dog was tied up.

The injury caused by the dog seems to be not serious; there are two reasons for this: first, being bitten by a large dog and still managing to get away unharmed implies that the person’s limbs are still functional； Secondly, by claiming only a mere 20,000 yuan, it’s clear that the injuries aren’t serious enough to deserve sympathy. Let’s pay the victim 20,000 yuan first; that way, when the thief comes back to steal again, we can release the dog to bite him. This will allow the dog to experience what it’s like to be bitten by a thief, and it will also enable the thief to claim more compensation, perhaps to the extent where injuries are severe enough to warrant compensation. I’m not going to compensate for this damn thing; I’ll make them understand that the items on the construction site can’t just be taken whenever one wants.
