Third, emphasize \"using diplomacy first before resorting to force.\" The special campaign provides all enterprises with one to two months to conduct self-inspections and make necessary corrections. During this period, enterprises can hire experts to assist with these tasks or request support and guidance from **, after which the regulatory authorities will carry out precise and strict enforcement actions. We allow companies time to make corrections; however, if they fail to do so without reporting, we will impose severe penalties, targeting both the company itself and its \"primary responsible person\". Law enforcement agencies should also learn the criteria for identifying major accident hazards; by studying them thoroughly before carrying out enforcement actions, it is possible to improve the quality and effectiveness of hazard detection.
