Full public announcement of the environmental impact assessment for the (preliminary) wharf construction project supporting the high-end polyolefin new materials project of Blue Sea New Materials (Tongzhou Bay) Co., Ltd. in the Tongzhou Bay operation area of Nantong Port’s Tongzhou Bay port zone. On January 13, 2025, the full environmental impact assessment report for the preliminary phase of the wharf construction project associated with the high-end polyolefin new materials project of Blue Sea New Materials (Tongzhou Bay) Co., Ltd. in the Tongzhou Bay operation area of Nantong Port was made public. This project involves the construction of a wharf and tank farm to support the high-end polyolefin new materials project of China National Petroleum Blue Sea New Materials Co., Ltd. (the back-end production facility). The project is located in the southern section on the west side of Pool 1 in the Tongzhou Bay operation area, where a wharf platform, tank farm, and off-site pipelines will be constructed. Among these, pipelines are constructed behind the dock platform; in addition, off-site pipelines are built to connect the dock storage area with the production facility located at the back of the enterprise (within the Tongzhou Bay Green Chemicals Development Area (main port)). This is the first phase of the project, which involves the construction of a 50,000-ton liquefied hydrocarbon berth (S1#). The design capacity of this berth is 1.1 million tons per year. In the first phase, ethylene will be unloaded at this berth; meanwhile, wharf work platforms, wharf tank areas, pipeline bridges, and off-site pipelines will also be constructed. Blue Sea New Materials (Tongzhou Bay) Co., Ltd. plans to invest in two main projects in the Jiangsu Province Tongzhou Bay Green Chemicals Development Zone (main port): a project for the production of high-end polyolefin new materials (Phase 1 production project), and a project for the comprehensive utilization of ethane and other light hydrocarbons to produce high-end chemical new materials (Phase 2 production project) (hereinafter referred to as the “backyard production facility”). Among them, the high-end polyolefin new material project (Phase I production project) has received approval for its environmental impact assessment (Approval No. 40), and construction is currently in progress. According to the Environmental Impact Assessment Report for the High-End Polyolefin New Materials Project of Blue Ocean New Materials (Tongzhou Bay) Co., Ltd.: As planned by Blue Ocean New Materials (Tongzhou Bay) Co., Ltd., a new dock will be built for the transportation of raw material ethylene, and it will come online simultaneously with this project. On September 26, 2024, the high-end polyolefin new materials project of Sinopec Blue Ocean New Materials (Tongzhou Bay) Company commenced construction in Nantong, Jiangsu. This is a key project of CNPC aimed at implementing the strategic plans for emerging and future industries, and accelerating the development of the high-end chemical materials industry.
