The overall commissioning plan for the ethylene plant in Phase II of the project was approved by the Refining and New Materials Company. From November 11th to 13th, senior experts from the group company, led by Zhang Yan, went to the site of the Tarim Phase II ethylene project at Dushanbe Petrochemical Company to conduct investigations and hold a meeting to review the overall commissioning plan. The focus was on the scientific validity, completeness, and feasibility of the plan; through thorough and comprehensive reviews, every effort was made to ensure that the Tarim Phase II ethylene project could start up successfully in a safe, stable, and environmentally friendly manner, thereby laying a solid foundation for its long-term stable operation. The expert group agreed that the overall commissioning plan generally met the requirements for standardizing the production preparation and implementation processes in chemical construction projects. The plan was comprehensive, with clear data calculations, thorough consideration of various details, and orderly execution of tasks. Eight specialized teams were established for this review, covering key areas such as safety and environmental protection, project construction, production operations, marketing and logistics, process technology, mechanical equipment, raw material supply, and employee training. During the review process, the expert team first clarified the core role of the overall commissioning plan, clearly defining its differences from project construction and the commissioning plans for individual units. This was done to ensure that the review process served as a guiding force for overall coordination, thereby achieving the goal of having a well-executed project construction, a clear overall commissioning plan, and reasonable commissioning plans for each individual unit. This review meeting serves not only as a comprehensive and systematic \"pre-examination\" of the project but also as a \"marching order\" for securing victory in the final stage; it is of great significance and yields fruitful results. The expert group conducted in-depth discussions on every aspect and stage of the test run plan, offering many valuable suggestions and opinions ; The relevant units, taking into account the overall situation of the industrial and supply chains, conduct thorough evaluations of key aspects such as raw material supply, product sales, and smooth logistics, ensuring that the trial operation plan not only has technical feasibility but also a solid market foundation and operational support. The overall progress of the current project has exceeded 90%, and it is about to transition fully from the \"construction phase\" to the \"production preparation phase\" and the \"commissioning phase\". This stage is not only a critical period for making breakthroughs but also one where risks and challenges are at their peak.
