On November 17, 2025, the Nantong Data Bureau issued a decision regarding the re-approval of the environmental impact assessment report for the high-end polyolefin new materials project of Blue Sea New Materials (Tongzhou Bay) Co., Ltd. The project is located in the Green Chemicals Development Zone (main port) of the Tongzhou Bay River-Sea Integrated Development Demonstration Area in Jiangsu Province. The original project received the environmental impact assessment approval from the Nantong Data Bureau on August 30, 2024 (Document No. Tong Data Approval [2024] 40). Following the approval of the environmental impact assessment, the production process for the ethylene-propylene rubber facility was changed from Italian IPT technology to CNPC’s own technology. The land reserved for the innovation center was moved from the northeast corner of the plant site to the southern side. The number of recirculation water systems increased from one to two (with the designed recirculation water supply capacity remaining at 40,000 cubic meters per hour). The capacity of the propylene storage tanks was increased from 1,000 cubic meters to 3,000 cubic meters. In the wastewater treatment area, the incineration equipment originally used RTO furnaces was replaced with TO furnaces; the recycled waste gas from various facilities within the plant is now sent to TO furnaces for incineration. This change constitutes a major alteration, and the environmental impact assessment documents must be resubmitted for approval in accordance with the law. After the changes, the project scope includes: the construction of 1 set of POE production facility with an annual capacity of 100,000 tons, 1 set of 1-hexene/1-octene production facility with an annual capacity of 100,000 tons, 1 set of FDPE production facility (solution-based octene copolymerization) with an annual capacity of 200,000 tons, 2 sets of EPDM production facilities with an annual capacity of 25,000 tons each, 2 sets of hydrogen production facilities using electrolysis of water with a capacity of 1,000 standard cubic meters per hour, along with the necessary utility systems and auxiliary facilities. The total investment for the project is 1,011,146 million yuan, of which 942,000 million yuan is allocated to environmental protection measures ; The total workforce of the plant is 539 people, of which 509 are operators and 30 are managers ; 4 shifts with a 3-shift operation system, resulting in an annual operating time of 8,000 hours for the equipment.
Project construction timeline: On September 26, 2024, the main construction work of the project commenced in Nantong, Jiangsu, marking the start of the comprehensive construction phase. In January 2025, the environmental impact assessment for the accompanying dock project was made public, and work on the underground structures was carried out simultaneously to create the conditions necessary for the construction of the above-ground structures. In February 2025, the project’s environmental impact assessment was resubmitted for approval and made public, with environmental procedures improved to meet the requirements of technological upgrades. On March 15, 2025, the commissioning ceremony for the core unit was held, marking the entry of the project into its peak phase of construction at the unit level. On October 16, 2025, the flood impact assessment for the river-crossing pipeline and water intake project at the Ligang Water Plant was approved by the Yangtze River Water Resources Commission under the Ministry of Water Resources. Once completed, this water plant will meet the project’s water demand of 21,000 cubic meters per day by March 2026, and 52,000 cubic meters per day by December 2027. On October 23, 2025, the Nantong Data Bureau issued a public notice regarding the proposed approval of the environmental impact assessment report for this project (re-submitted for approval). On November 4, 2025, the results of the bidding for the two EPC contracts related to the central control room and the central laboratory of the CNPC Blue Sea (Nantong) pilot plant project were announced; the winner of both bids was China Global Engineering Co., Ltd.
