On February 10, the results of the bidding for the technical services related to the coordinated optimization of energy flow and carbon flow during the design phase of Dalian Petrochemical Company’s (Xizhongdao) integrated refining and chemical processing project were announced; the winner was Shanghai Youhua System Integration Technology Co., Ltd. Project background overview: This project aims to build a chemical-type refinery with an annual capacity of 10 million tons, as well as an ethylene plant with an annual capacity of 1.2 million tons and related downstream facilities, in the Xizhongdao Petrochemical Industrial Park within the Dalian Changxing Island Economic and Technological Development Zone. Utility systems and auxiliary facilities will also be constructed as part of this project. The project scope includes the refining and chemical plant area, the dock and storage area, the off-site pipeline corridors connecting the plant and the storage area, as well as off-site facilities such as drainage systems, power supply, and railways. In accordance with the project planning principle of \"overall planning and phased implementation,\" this project is designed to use a feed mixture of \"70% Russian crude oil + 30% Shazhong crude oil,\" and it has the capability to process 100% Russian crude oil. Initially, the project processed Russian crude oil exclusively, with the crude oil being transported to the plant via pipelines. The project will include the construction of a chemical-type refinery with an annual capacity of 10 million tons (utilizing some of the existing process units and equipment at Dalian Petrochemical), a facility for the production of 1.2 million tons of ethylene and other low-carbon olefins derived from it, as well as systems for oil storage and transportation, utility services, and auxiliary facilities. According to the plan, for a considerable period in the future, this project will use oil transported from Russia as raw material; the construction of 2 heavy oil processing units (a solvent deasphalting unit with a capacity of 1 million tons per year, and a heavy oil hydrogen production unit with a capacity of 100,000 Nm3/h) as well as a crude oil terminal with a capacity of 300,000 tons will be postponed, with space reserved for their construction ； In the later stage, construction will be carried out in a timely manner depending on the crude oil resources available, in order to meet the requirements for plant configuration under the scenario of \"70% Russian oil + 30% Saudi heavy oil\". Scope of the bidding: Complete the preparation of the pre-assessment report on occupational disease hazards for the integrated refining and chemical processing project at China National Petroleum Corporation’s Dalian Petrochemical Branch (Xizhongdao); organize expert reviews, obtain expert opinions; revise the report based on those opinions; and produce the final approved version of the report along with a report detailing the work process. Assist with the registration process, and provide supporting services such as on-site guidance, training, and policy consultation. The refining and chemical integration project of Dalian Petrochemical Company of China National Petroleum Corporation (Xizhongdao) is the first large-scale case of a refining and chemical enterprise being relocated and rebuilt in China. With a total investment of 68.5 billion yuan, construction is scheduled to begin in 2026. The project will build a refinery with an annual capacity of 10 million tons, an ethylene plant with an annual capacity of 1.2 million tons, as well as associated downstream chemical processing facilities. Downstream products include 1 set of PP plants with an annual capacity of 400,000 tons, 2 sets of FDPE plants with an annual capacity of 450,000 tons each, 1 set of LDPE plant with an annual capacity of 300,000 tons, 1 set of POE plant with an annual capacity of 200,000 tons, and 1 set of CHPPO plant with an annual capacity of 300,000 tons.
