It was learned on March 24 that Dongying plans to build a comprehensive treatment and utilization project for carbon tetrachloride. The project will be carried out by Dongying Jinmao Aluminum Industry High-Tech Co., Ltd., and it will be located within the existing factory complex of the company in the Dongying Guangli Chemical Industry Park, within the Dongying Economic and Technological Development Zone. In order to support the development of industries within the park while meeting the demands of market trends, the company has decided to restart the chloromethane project. Given the still unfavorable market conditions for tetrachloroethylene, the company has decided to discontinue the facility that produces tetrachloroethylene as a by-product of carbon tetrachloride; instead, carbon tetrachloride will be incinerated using an incinerator, thereby ensuring that no carbon tetrachloride is produced. The proposed project involves the construction of a new carbon tetrachloride incineration unit, including the acquisition of a carbon tetrachloride incinerator, a waste heat recovery system, a graphite quench tower, two-stage acid absorption towers, an activated carbon adsorption tank, and a denitration system; in addition, utility facilities will also be installed. Once completed, the facility will be able to process 6,000 tons of crude carbon tetrachloride per year, producing 17,600 tons of hydrochloric acid. It is committed not to use production processes and equipment that are classified as restricted, prohibited, or subject to phase-out under industrial policy regulations. The total investment for the proposed project is 50 million yuan, of which 43.22 million yuan is allocated to environmental protection measures, accounting for 86.4% of the total investment. The project covers an area of 5,600㎡. It will accommodate 20 additional employees, with 3 people per shift. The project operates on a four-shift, three-shift rotation system, with each shift lasting 8 hours; thus, the annual operating time is 8,000 hours. The expected commissioning date is May 2026. It is reported that on March 4, the developer, Dongying Jinmao Aluminum Industry High-Tech Co., Ltd., was renamed Dongying Caijin Chemical Co., Ltd.; the senior management team and scope of business were also adjusted on the same day.
