On March 23, the Nanping Ecology and Environment Bureau accepted the environmental impact assessment report for Fujian Hua Yi Sanai Fu Fluoro You New Materials Co., Ltd.’s project to produce 1,000 tons per year of perfluoroisobutyryl fluoride, perfluoroisobutyl methyl ether, and perfluoroisobutyl ethyl ether, as well as 500 tons per year of ethyl trifluoroacetate, and made it public. The details of the project are as follows: Project owner: Fujian Hua Yi Sanai Fu Fluoro You New Materials Co., Ltd; Construction nature: Renovation and expansion ; Construction location: Within the existing company premises on the Shatang Platform in Jintang Industrial Park, Shaowu City, Fujian Province ; Project investment: Total investment of 10 million yuan ; Land area: The total land area of the project is 667,875㎡, and the area involved in this renovation and expansion project is 76,605㎡ ; Estimated construction period: 8 months. Construction scale and scope: This project involves expansion and renovation based on the construction of Phase I and Phase II of the company’s existing Sanai Fu (Shaowu) Fluorine Chemistry Industrial Base. The main construction activities include the following: (1) A production facility with an annual capacity of 1,000 tons for perfluoroisobutyryl fluoride, perfluoroisobutyl methyl ether, and perfluoroisobutyl ethyl ether: A facility with such capacity will be built in the area reserved next to the perfluoropropionone production unit in the fine chemicals workshop of Phase I; some of the equipment will be reused from Line B of the perfluoropropionone production unit. (2) 500t/a ethyl trifluoroacetate production plant: A technical upgrade is carried out on the trifluoroacetic acid plant from Phase I, increasing the production capacity of ethyl trifluoroacetate from 15t/a to 500t/a, with no longer any production of trifluoroacetic acid. (3) Change in the method of disposing of hazardous waste in existing projects: The method of disposing of certain hazardous waste generated by the hexafluorobutadiene unit in Phase 1, the F142b unit in Phase 2, and the VDF unit in Phase 2 is being changed – from having it disposed of by external parties to having it treated using the waste gas and waste liquid incinerators already installed within the company. (4) Renovation of the liquid chlorine warehouse in Phase 2: The liquid chlorine warehouse in Phase 2 will be renovated to accommodate liquid chlorine storage tanks, along with supporting equipment such as buffer tanks, vaporizers, and alkali scrubbers. Upon completion of this renovation, liquid chlorine in Phase 2 will be stored in tanks instead of in steel cylinders. (5) Modification of waste gas and waste liquid incinerators: Without changing the disposal capacity or incineration process, the disposal scope of the existing waste gas and waste liquid incinerators in the facility is modified. Previously, the incinerator in Phase 1 was used solely for disposing of waste gas and waste liquid from Phase 1, while the incinerator in Phase 2 was used solely for disposing of those from Phase 2; now, however, the incinerators in both Phase 1 and Phase 2 are used to dispose of waste gas and waste liquid from the entire facility, based on actual operational needs and maintenance requirements. At normal temperature and pressure it appears as a colorless gas; it can be liquefied by applying pressure or lowering the temperature. It is toxic, insoluble in water, and reacts when in contact with water. It reacts violently with oxidizing agents, releasing large amounts of heat, and is soluble in most organic solvents such as ethers and halogenated hydrocarbons. Perfluoroisobutyryl fluoride possesses good reactivity and is an important fluorinated intermediate that can be used as an acylating agent, reacting with nucleophiles such as alcohols and amines. Perfluoroisobutyryl fluoride can be used to produce perfluoroisobutyl methyl ether, which is then employed as a cleaning agent and solvent in fields such as electronics, instrumentation, and medical equipment ; Perfluorohexanone can be produced; this product is an environmentally friendly fire extinguishing agent ; Perfluoroisobutyronitrile can be prepared; it possesses excellent electrical insulation properties and is environmentally friendly, making it suitable as an eco-friendly insulating gas for use in the manufacturing of electrical equipment ; It can also be used as pharmaceutical intermediates and pesticide intermediates, as well as for the production of etching agents and fluorine-containing materials. Perfluoroisobutyryl fluoride, as a key intermediate, is a raw material for the production of perfluoroisobutyl methyl ether and perfluoroisobutyl ethyl ether. The latter two, as environmentally friendly electronic fluorinating fluids with excellent performance, play an important role in modern high-tech industries such as semiconductor manufacturing, data center cooling, and precision cleaning. Their common feature is their environmental advantages of zero ODP and low GWP, which align with the global trend toward reducing greenhouse gas emissions and protecting the ozone layer.
