Recently, the specialized lifting of large-scale equipment for Xinjiang Xuanli Green Phenol Extraction project was successfully completed, with both key milestones – the completion of the main structural framework – being achieved simultaneously. As the first and largest green fine processing project for coal tar phenols in China, this project uses phenol oil, water-on-oil fraction, and phenol present in the wastewater generated by Xinjiang Xuanli Environmental Protection’s existing 500,000 tons per year hydrogenation pretreatment facility for medium- and low-temperature coal tar full distillate as raw materials. By employing green technologies for the extraction of phenols from medium- and low-temperature coal tar, it enables the efficient extraction and green transformation of high-value phenolic compounds, thereby producing a variety of high-value phenol-based products. As the first and largest domestic project for the green and refined processing of coal tar phenols, the 100,000-ton/year Green Extraction Project of Tar Phenols by Xinjiang Xuanli Environmental Protection utilizes the green phenol extraction technology for low- and medium-temperature coal tar jointly developed by the China Coal Research Institute Co., Ltd. and Xinjiang Xuanli Environmental Protection & Energy Co., Ltd. Shengbang Technology is responsible for the development of the process package and its engineering implementation. Meeting both domestic and international advanced standards, this project is capable of producing a variety of high-value-added phenolic products. It holds a pioneering position in the industry and carries great significance. It is understood that this project is another significant and large-scale initiative within the \"coal-electricity-oil-gas-chemicals-materials\" circular economy industrial chain of the Naomaohu Economic and Technological Development Zone; it holds great importance for strengthening the economic foundation of the region, as well as for increasing tax revenues and job opportunities. The total investment for this project is 1.071 billion yuan, it covers an area of 118 mu, and the construction period is 2 years. The project primarily focuses on the clean and efficient utilization of low-rank coal through fractional separation. It emphasizes the industrial application of high-energy-consuming technologies related to coal chemical processing. The project adopts mature, advanced, energy-saving, and environmentally friendly technologies. It utilizes phenolic oil, water-borne oil generated as a by-product from the distillation process, and phenol contained in wastewater—all produced by Xuanli Environmental Protection’s 500,000-ton/year medium- and low-temperature coal tar hydroprocessing unit—as raw materials. Leveraging advanced phenol extraction technologies developed by the China Coal Research Institute, the project achieves green phenol extraction, purification of crude phenol, and the production of phenolic resins. This results in the creation of high-value chemical products such as phenolic resins and cresol, thereby enabling the high-value comprehensive utilization of low-value coal-based oil resources. Upon completion, the project will have an annual production capacity of 13,600 tons of phenolic resin, 6,700 tons of o-cresol, 22,300 tons of m/p-cresol, 18,600 tons of dimethylphenol, and 31,320 tons of high-grade phenol. Additionally, it will produce 4,500 tons per year of neutral oil and 99,700 tons per year of dephenolated oil as by-products. The construction of this project will not only increase the added value of the products but also enhance the economic efficiency of the enterprise. At the same time, it is expected to create around 150 local jobs. It will generate an additional tax revenue of 43.47 million yuan per year, with the output value of its products reaching 1.09 billion yuan. The project will also drive the development of related industries, promote balanced regional economic growth, and improve the quality of life for residents, thereby playing a positive role in regional economic development.
