Is the use of sliding supports mandatory for heat exchanger installation, and are there any mandatory regulatory requirements?

Bedroom containers, which include heat exchangers, generally consist of a fixed part and a sliding part; they allow for free expansion and contraction due to thermal expansion.
Is this experience or a standard requirement? I want to know now which standards are mandatory. JB/T4712.1 is the specific approach.

In horizontal heat exchangers, if the saddle is welded to the shell, a sliding saddle must be installed to prevent excessive local stress in the shell at the saddle area due to temperature differences and assembly stresses. The fixed-end saddle is installed on the side with more pipe openings, or on the side of the inlet pipe, or on the side with the larger pipe openings
