How to determine the position of the container nozzle

How is the position of the pipe outlet determined in container design? Is there any pattern to it?
This question is too general; different storage tanks have different requirements...
The safety valve ports, vent ports, pressure gauge ports, exhaust ports, etc. are located at the top of the equipment, while the sewage discharge port is at the bottom. Other ports such as those for air inlet/outlet and liquid inlet/outlet are to be provided by the customer’s process engineers.
It has something to do with the piping layout, right? Generally, the piping department prepares the diagrams showing the positions of the pipe outlets, while the equipment department is responsible for creating the relevant drawings
The horizontal tank level gauge ports are located at both ends, including for remote transmission.
Manholes and access holes should be designed to facilitate entry and exit or operation. The local level gauge also needs to be taken into consideration. The rest are determined by the process and piping specialists
