So who is the ultimate victim of such low-price bidding? In my opinion, the ultimate victim should be the property owners: after the project is completed, the design firm leaves, the construction company leaves, and the equipment suppliers leave as well; in the end, it is still the property owners who are the victims. Safety products have never received much attention, as they do not generate any direct economic benefits. Here is an example of winning a bid at a low price: Some time ago, we submitted a bid for a project that required the purchase of electrically heated eye washers. The technical specifications provided by the design agency included only a few basic requirements: 1. The electric heater used to heat the water in the eye washers, with a power rating of 10KW; 2. The flow rate of the water used for spraying: >75.7 L/MIN; 3. The flow rate of the water used for washing the eyes: >11.4 L/MIN; 4. Explosion protection rating: Exd IIC T6; 5. Protection rating: IP65; 6. Power supply: 380VAC/3PH/50HZ; 7. The temperature of the water from the eye washers should be increased by 15°C. These are the basic technical requirements for such devices. If manufacturers produce them according to these requirements, the prices will vary greatly, as there are many other technical factors that haven’t been specified. For example: 1. Whether the eye washer should be installed indoors or outdoors – indoor and outdoor versions are two different types of products; 2. No specific requirements regarding the control system of the electric heater, such as controls for low temperatures, high temperatures, or extremely high temperatures; 3. Settings for detecting extremely high temperatures; 4. Settings for preventing electrical leaks; 5. A display for showing the temperature of the control system; 6. The maximum short-circuit current allowed in the power supply lines; 7. If the device is to be installed outdoors, it must have a heating element to keep it warm. If all these additional functions are included, the price will differ significantly. And since bids are evaluated solely on price, the bidder with the lowest price wins the contract.
There’s nothing you can do; that’s just the way Chinese companies are – they say one thing verbally, but when it comes to putting it into practice, there are all sorts of difficulties.
You bargain fiercely when buying, only to realize that cheap goods don’t work well once you start using them. There is no love without a reason in this world; only genuine things are the most practical.

What is meant by bidding is to examine the various details contained in the bid documents, such as the qualifications of sub-suppliers, the acceptance level of technical specifications, and the product structure, etc. I have attended several bidding processes this year, and in none of them was it necessary to provide technical explanations; the bid with the lowest price won the contract. When we send people to bid, they simply submit the paper version of the bid documents to the bidding company.

People don’t even know what the different options are when buying equipment. Even professionals hesitate to invest in expensive options, because many managers themselves aren’t proficient in this area yet try to act as if they are experts. haha, such is the reality in China.

I agree with the original poster. As a technical staff member at the company, I often participate in various professional bidding processes. However, we are only responsible for the technical aspects, not the commercial ones. Sometimes, even though we know that a certain supplier is not of the same quality, they have a competitive price, so the company’s management decides to choose them anyway. The technical arguments we put forward simply cannot resolve these issues. One can only persuade oneself that it’s the same in any case; if it breaks, just repair it several times. Companies don’t lack money; it makes no difference where they spend it.
