Can the opening of the hydrogenation corrosion inhibitor addition tank be covered?

I would like to ask the expert: Our device’s corrosion inhibitor tank has an access opening at the top, covered by a lid – is this sufficient? The corrosion inhibitor is pumped into the tower top pipeline via the oil mixture.
Should the oil be poured into the corrosion inhibitor tank first? If so, it cannot be left open; the top of the tank needs to be connected to the flare system piping along with a check valve. It’s also advisable to install a self-acting nitrogen filling line as well.
