Question regarding product test samples

I would like to ask the experts: Since chloromethane storage tanks contain highly hazardous materials, it is necessary to conduct product testing on the relevant components. There is a DN500 manhole on the equipment, and product testing is also required for this section as well. Where does this requirement come from, and why?
Check whether the welding process for the manhole segment is the same as that of the Class A welds in the main structure; if it is not, adjustments need to be made.
